Meh, I think it is due to incompetence and the sheer difficulty of asking one person to run a multi-trillion dollar operation that is supposed to govern 320 million people. Doesn't explain how other countries manage... As population grows linearly, the complexity and difficulty of governing it grow...

I'm assuming that Halifax refers to the one in Nova Scotia rather than the one in the People's Republic of Yorkshire. We're not that much colder than that there London up 'ere. Bradford, Yorkshire, is not listed. It's titled "where to live" so of course Bradford, Yorkshire, is not listed....
