In Oblivion, enemies, loot, etc. level up with the player. I otherwise like the game but this point annoys the hell out of me, as it screws up the game balance. Does Morrowind have a similar system, or are the levels of NPCs and items static?

I play many roguelikes and do moderately well, but have absolutely no idea how to play this game. I've been trying to understand it again upon finding this thread, but only because it's supposed to be so amazing. Any tips on figuring out what the heck I'm doing?

The innocence of the killed people is irrelevant, and so is the percentage of army employees that actually do the killing. A very large portion of the military helps to create or use more efficient ways of destroying things. As for the army technology seeping down to civilians, why not put that time...
