Making GUIs for games...

How would you go about making a Windows/KDE/Gnome-ish GUI for your game? Let's say you have a game written with the SDL libraries, and you want to write an interface using a GUI library like Qt or .NET to be able to save games, start new games, see the help file, and what have you.
