Yeah, but they give him longer cooldowns to compensate. I've actually found Garen pretty effective if he's built really tanky. If you get lots of HP items and then Atma's late game you can still put out enough damage to do the offtank "ignore everything and just rush the carry" strategy. ...

Thing is, though, that ALL heroes are cooldown-based. In addition to juggling mana/energy/whatever, you're also juggling cooldowns. Garen doesn't have to deal with the mana, only the cooldowns.
