I think that energy-wise, a biological solution is probably best. It would take very little initial investment, and if this is a single-species planet then killing off the food crop almost guarantees the civilization's fall. Grey goo might work as well, but it lack preexisting reproductive mechanism...

It may be partially state-sponsored, but I find it had the most intelligent and balanced coverage in the US. Spends a lot of time on international issues, which can often be hard to find here.
