I wouldn't recommend it as a first soldering project, but since the chips are socketed (no worries about overheating them!), it shouldn't be too hard once you've got a bit of experience. The only languages you're going to be using to program this are assembler and compiled languages. If you were feeling archaic, you could port the Microsoft BASIC interpreter to it (8K of ROM), and there might be some other old languages you could use, but you're not going to fit Python on it.
