A little bit overkill, since 90% of those 'incidents' are the admins in question testing out the sudo functionality, or forgetting to add their user accounts to /etc/sudoers. At least, that's the only thing that I've ever seen this message for, though I never use multi-user machines.

It depends entirely on what you're doing. I dare you to try to implement a kernel in Basic. Myself, I almost never use pure C; it's generally C++/Java/Python. That's because generally I don't implement kernels.
