Maybe I'm missing something here, but why would the lightning go through your aparattus (sand has quite a high resistance) instead of straight through the lightning rod?

Unless you actually put it in the tip of the thing...

I must be missing something here.

conceptually it looks ok. The led might be a problem, I suspect that the light that LEDs lose due to diffusion will make the red dot more of a red blob.
