Do you have a civilian alert set? If your dwarves can't path to water, it sounds like either a burrows problem or you accidentally disconnected your fort from the rest of the map.

I don't know about degradation, but the pictures you show have pumped magma pressurizing the same way that water does. Unpumped magma doesn't flow up to meet its previous level the way the "pumped" picture shows (e.g. if you dig into the side of a magma pipe, the magma will never flow high...
