With regards to the scale of the world, how about using their height as a benchmark? Most people are somewhere between 5' and 6' tall (there are probably online tables somewhere giving the xth percentile ranges for various countries), so it should be possible to work out reasonable minimum and maxim...

I've started double-clicking my way around StreetView images of the area. So far, he doesn't appear to be in the Villa Union area, Tabasco, Nadadores or Parral - but somewhere else within that grid of streets...
