This technology hasn't been used in the US in 50+ years. Unless it's a restoration, those windows are replaced with modern vinyl ones that are friction-fit so they don't need counterweights. Well, quality replacement windows aren't cheap, so a re-glaze of an existing sash may still be cost-effectiv...
