Just a thought but what if, instead of a straight pole, as you approached the Earth's atmosphere it curved to propel you in the direction of the Earth's rotation so by the time the atmosphere was significant you were already significantly slowed down relative to the ground? Why would anyone want a jetpack anyway, when we already have powered paragliders? I'm not sure what advantage the jetpack is realistically expected to provide.
