Yes and no. There is otehr stuff happening too when a shell decides to parse your command. There are different ways shells handle multiple file descriptors and process backgrounding, signals masks, umasks etc. This influences fork/exec semantics etc.

I have no direct answer for you but it is very important to note that it's not "UNIX" doing the piping and process formation but your chosen shell. You may get different behaviours under different shells.
