I mean, you can't reasonably compel someone to provide services for you. Compel a refund if services paid for aren't rendered(although you could just bill for time), but I think this a case where compelling services rendered is pretty awful.

It seems like both Sardia and morriswalters are correct-Sardia is talking about international bans and morriswalters is talking about regulations within the US. I personally would support a program of buying out the old units. This does seem to be more of an issue in developing countries though.
