Um, wut? No that doesn't work. Besides the fact that you have no comparison in there (so I'm assuming $year%4==0), year 2000 was a leap year, however 2000%4 returns 0, which would return that it's not a leap year.

Don't think this has been mentioned, but has anybody thought of the benefits to hoarding as much gasoline as possible as quickly as possible? The obvious benefit being that it can be used as fuel, however there's also the trade value. People would trade almost anything for gas at that point.
