As far as I know, laptops use LCD screens. (One would think having to lug around a big CRT with a keyboard attached would be rather inconvenient.) And it's only CRT monitors that need to be degaussed.

I'm thinking it's more likely a hardware issue than a software one, unless it's a corrupted graphics driver (which can be tested by booting from a LiveCD that's known to work). If it's a hardware issue, he'll need to get it serviced.
