Is the option there for you if you go to Board preferences -> Edit global settings -> My board style -> AllanStyle-SUBSILVER ? That's the other major difference I see between the two screenshots.

It shouldn't matter, because the edit profile tab is the same place in both styles.

Could a moderator have disabled editing that part of his profile? I remember editing his signature was disabled a couple months ago, so perhaps it has something to do with that (e.g., perhaps someone disabled editing any part of his profile and then only reenabled avatars and signature)?
