Time Zones?

Despite having control panel time zone set to GMT+8 , everything is appearing in UTC still. Is this normal? Can it be fixed?

PHP is silly, and its time-zone handling is very weak... the long and short of which is that no, it's going to claim that all the times are UTC even when they're not.

However, in your preferences there's a field labelled "My date format"... if it has an 'e' or a 'T' at the end, get rid of it - that's the timezone indicator. It really shouldn't be there, though for some reason it's in the default (though it's not in any of the of the presets)... I'll see if I can get someone to change the default.

You can look here for details if you want to roll your own format (eg you could add \A\W\S\T to the end if you really wanted that to show up)... eg my date format is "D d M, Y G:i:s", which shows up as "Wed 28 Apr, 2010 17:45:21".

Format aside, since my time is reported accurately using UTC -4, I will begin with the basics:

Delete your cookies, clear your cache, restart your browser and log back in.

(This will obviously not help if your problem is with the format, rather than the displayed time.)

I suspect that OP (consider me too lazy to scroll down and remember who started this thread) is seeing timestamps like "Wed Apr 28, 2010 7:39 am UTC" (Azrael's previous post), which give an accurate timestamp for the timezone selected in the UCP but which are inaccurately labeled as UTC.
