All opponents' creatures cannot have power and toughness greater than the number of counters on Magic Ceiling. Their power and toughness lowers until they match this requirement.
1U: Remove a counter from Magic Ceiling. You may only play this ability a maximum of twice per turn.

Lower and lower it sunk - crushing all those unfortunate enough to be underneath.

(Not sure how to word that better. Example: 5 counter Magic Ceiling. Opponent's 6/6 creature becomes a 5/5.)

I don't think that matters, as he's not allowing the cost to be limited to below 1. That rule never takes effect as the cost does not drop below 1. Nono, the wording's fine -- though I twerked it a bit, his was functional -- but he had it as reminder text. It's got to be honest-to-God rules text.

Boco, is there a problem with your card going into an infinite flipping loop once you control 3 Squisharks and 3 Stop-Sign creatures?

When Diamond Eyes enters the battlefield, look at target opponent's hand and exile a card from it. As long as Diamond Eyes is on the battlefield, you may play that card. (Standard timings apply.)

2UG, put a -3/-3 counter on Diamond Eyes: Counter target spell. Look through that spell's controller's deck and exile all copies of that spell. Any player may play those copies.

When Diamond Eyes leaves the battlefield, look at target opponent's hand. You may play a card from that opponent's hand without paying its mana cost.
