Whoops, I thought it was a newly made up place. Envisioned it as a floating city. I'll make a different one then. (I'll keep the original and rename it)

There's no loop on Fickle fae. Token copy is different from spell copy.

When ~ enters the battlefield, if it was kicked, put a token that's a copy of it onto the battlefield.

This mana is only useful inside the combat damage step. You may want to say "at the beginning of your next main phase" at the end of the first ability (unless it was the intent that you'd only be able to play instants, or you want to be able to do first strike trickery with it (after giving it first strike, of course)).

I think you may want to word it this way for clarity:

Putting something onto the battlefied doesn't normally require you to pay a mana cost, so you don't need to say it isn't necessary.

Sadly, I know nearly nothing about the Dune series, but I'll give it a try with what I've found on the Wikipedia page:

If enchanted player would draw a card, instead they shuffle their library, then draw a card.
