If a creature you control did damage to a player this turn, counter all spells that are played. This effect lasts until your next upkeep.

Not THAT broken. Well, so long as you can't cram your deck full of them -- it's an instant, one time shot. Perhaps... I'm gonna go edit it, a better idea just occurred to me.

as for this...

Elementalism
5
Enchantment - Aura
Enchant Creature

For each color of permanent you control, place a +1/+1 counter on enchanted creature.
Sacrifice Enchanted Creature: Deal X damage to target creature or player, where X is the number of counters on enchanted creature.

The dazzling mana danced about his blades, imprinted within him until his dying day.

("Each color of permanent you control," does that sound right? It was hard to word properly without sounding like I just came from the department of redundancy department.)

Towering Garden
Land

Towering Garden enters the battlefield tapped. When Towering Garden enters the battlefield, choose a color.

All Towering Gardens you control have "T: Add one mana of the chosen color to your mana pool."

(I'm not sure if I worded this properly. When you play this card, you choose a color, say blue. If you happen to play another Towering Garden later, you choose a different color, say red. Both lands would then be able to tap for either red or blue mana. If you lose one of them, the other loses the color ability that came from the one you lost.)

What you want is:

"As Elementalism enters the battlefield, put a +1/+1 counter on its target for each color among permanents you control."

The "among permanents you control" wording is the standard WotC templating for that kind of thing (see any card with Domain), and you need the effect to be one-shot, so "as ~ enters the battlefield" is how you get that. The "on its target" is necessary because the enchantment won't actually be on the battlefield as that effect occurs (since "as" effects modify the event they describe).

No, there's plenty of cards like that, I'm just not sure I worded mine properly. You can associate state with a card without involving special counters. See Prismatic Ward, An-Zerrin Ruins, Ashling's Prerogative, and Swirl the Mists for examples.
