Well, just wanted to give an update on the World-Charting Endeavour, which, even though it's not officially approved, is already underway...

Soon there will be a flash client for mapping out the land. It grabs the data off the Nomic Database, and renders out a map with domain boundaries and cities.
It also helps out in finding map coordinates (it highlights the axis labels aligned with the mouse)

So, with this tool there is no need to have a Master Map Maker, in charge of photoshopping maps together... for that reason,

I, as motion-maker, hereby terminate HarvesteR's motion to commence the World-Charting Endeavour. As of this moment, this motion is no longer under vote and shall be removed and forgotten.

And, by association,

I, as motion-maker, hereby terminate HarvesteR's motion to appoint HarvesteR as Master Map Maker. As of this moment, this motion is no longer under vote and shall be removed and forgotten.

Of course, if people still want to do a 'complete the grid' style charting endeavour, that is still possible... with the added bonus of being free to map out the land without distorting domain boundaries or erasing cities...

That should warrant another motion... but let's leave it at this for today.

The Nomic estate now holds land. This land is subdivided into 2560 roods. For the aforementioned reasons, buying and selling of land roods is not, as of yet, in effect.

All land in existance shall be mapped on a 64 by 40 tile grid, each tile of which represents a land rood. I buy 10 roods from the Nomic estate.
With those rods, plus the ones I start out with, a claim the land I have marked a such on the map.
I announce the foundation of Ostrichburg City* in Ostrich Guy's Domain, located at AF, 11.

* I know the name is misleading, since I can't yet make it a city, but I'm going to call it that anyway.

I would cast my vote in favour of elastic passage requirements, but I'm worried about awarding too many internets for a passed motion.

I announce the foundation of The Awesome City of Awesomeness in coolguy5678's domain, located at BH1. Like Ostrichguy, I'm going to leave it as a non-city until we have motions which make cities actually do anything.

With the flash mapper, it seems terrible fonts is unnecessary, since we probably won't be able to choose our fonts ourselves anyway, but I'll keep it around for now.

I cast my vote in favor of coolguy5678's motion to create time.
I cast my vote against coolguy5678's motion to prevent the use of terrible fonts.

I propose a motion that all off an individual's territory must be connected, either by being directly attached to each other, or being connected by a railroad or road. Players may build a train track for 5 Internet, regardless of its length. Players may build a road for 1 internet per 10 grid squares it crosses. If the railroad is made through another individual's territory, the money payed will go to that individual. If it passes through multiple other individuals' territory's, the people who's territory it goes through will split the Internets proportionally to how much is in each of their territories. This motion will be referred to Ostrichguy's motion to connect territory.

Hopefully this isn't too confusing.

I don't wanna vote for coolguy5678's motion tro create time yet, because I'm not sure if I like how we're supposed to keep calculating resource payoffs every day...

I'd vote for it if either the time-scale was longer, or if someone proposed a better way to define the passage of time.. as, say... forum pages, so the thread activity would regulate the speed of the game...

Just to update on the state of the Nomic Map Renderer:

It's almost feature complete now, at least for the purpose it was intended for...

Still missing a few details like, aligning the city text left or right to avoid having it drawn off screen, Drawing a gridless map with stroke around the boundaries (not as easy when your shape is made of tiny rectangles), and adding the city/settlement graphics behind the city marker.

And, most important, saving images to file so we can upload them... (not that hard really... just draw the whole swf into bitmapData, and use the FileReference class to save it down to the user's computer)

After those features above are complete, I will upload it to a server as a first release... and everyone will be able to render out an up to date map (up-to-date depends on the state of the database, which still has to be updated manually, but I'm trying to always be on top of things)

Ooff that was a lot of work for a single update... I wanna make a motion about it...
This is to prevent loss of game data through many people posting a lot of actions at the same time... We do have a script generating output, but remember that data insertion is done by hand, and a lot can be lost if there's a large amount of updating to do... Me and Affinity can't be monitoring the game all the time, so for now, let's do this:

I make a motion to limit the amount of total actions permitted between ruleset updates. Actions consist of all official moves a player may take, as defined by the ruleset. This is to reduce the amount of desynchronization between the current state of the game and of the ruleset. The limit shall be set at 5 actions between updates. The action-count is global, and increases by each action posted by any player. Any player may post an update and, thus, reset the action-count to zero. Any actions posted after the initial five without a ruleset update shall be ignored. For the purposes of voting, this motion shall be known as HarvesteR's motion to prevent ruleset desync.

If anyone else wants to help with the updates, PM me and I'll send a link to the Nomic Database, upon oath to never use that power for evil :wink:
The other option is to create online forms to submit motions and actions straight to te database, but that would completely destroy the game I think, so a sensible limit to reduce the chance of error seems best to me.

Also, remember that an update needs not include the whole ruleset/active motions/internet count/map of the Empire... you can just update the sections affected by the moves after the last update.

The map renderer is almost ready... soon that'll be as easy as taking a screenshot.

A a feature for later, I plan to include the game state update output there too, so anyone can copy and paste. (no write access though)

I cast my vote in favour of OstrichGuy's motion to make years pretty long.
I, as motion-maker, hereby terminate coolguy5678's motion to create time. As of this moment, this motion is no longer under vote and shall be removed and forgotten.

A potential problem with defining time by pages is that someone might post a lot to speed up time to gain an advantage. Therefore I make a motion that anyone who double-posts three or more times in the same thread page is fined one internet for each double-post after the first two, which go to the Nomic Estate. A double-post is defined as two consecutive posts by the same user; three consecutive posts are considered two double posts, four consecutive posts as three double-posts, and so on*. For the purposes of voting, this motion shall be known as "coolguy5678's motion to stop people from single-handedly accelerating time". Two people can still accelerate time by posting alternately, and if someone can think of a more elegant way to prevent this, go ahead and I will cancel this.

*If the four posts are ABCD, then AB, BC and CD are the three double-posts.
I allow each player two grace double-posts in case they accidentally double post like HarvesteR just did.

Before it's changed, you can buy/declare land. If the law passes, the land will be grandfathered in. As for the pricing difference, I did that so that building a road will be the better deal for a shorter connection, and a railroad will be a better deal for a longer connection. This adds a bit of strategy to it.

Also: I cast my vote in favor of coolguy5678's motion to stop people from single-handedly accelerating time.

I, as motion-maker, hereby terminate Ostrichguy's motion to prevent over-activity. As of this moment, this motion is no longer under vote and shall be removed and forgotten.

No one seemed to like that one. I terminated it so not to waste space, because I can only have three active motions at a time.

Here's a new motions.

I make a motion that players may convert tiles in their territory into farmland or factories for the cost of 1 Internet per 3 tiles of land converted. At the end of each Nomic Year, not including the one during which the tiles were converted, players receive 1 Internet per 3 tiles of farmland and 1 Internet per 2 tiles of factories. "Farm" will henceforth be used as a term meaning "a collection of consecutive farmland" and "manufacturing area" will henceforth be used as a term meaning "a collection of consecutive factories." Each manufacturing area must have a city in it. Each farm must have a settlement in it. For the purposes of voting, this motion shall be referred to as "OstrichGuy's motion to make territory actually have a purpose."

And here's another motion. I can make two in the same post, right?

I make a motion that players may take vacations. If a player declares in bold an italics, "I am taking the next [one or two] weeks off, then that amount of time is not counted towards the amount of time required to be considered inactive. Players are given 2 weeks off per real-world year, which may be used as either two one-week vacation or one two-week vacations. For the purposes of voting, this motion shall be referred to as "OstrichGuy's motion to allow vacations"

I agree with the vacation thing.. especially in view of the recently passed punishment for being inactive for 3 weeks... But I think there's no need for a 2 week limit there... (even because the punishment comes after 3 weeks)

I'll cast my vote if that limit is removed.

And, about the territory motion, when you say a 'farm must have a settlement in it', how would that work exactly?... I propose that line gets reworded to: "A farm (Or industrial area) must have at least one of it's tiles neighboring a settlement/city."
This would better approximate some kind of SimCity mechanic (like the power grids there)

One thing though... There are a lot of open motions that aren't receiving a lot of attention anymore... wouldn't it be a good idea to cancel off a few?
Also, I'm thinking about ways to condense that ruleset into a smaller and more concise list... but I don't see how that could be done given the current rule-making rules... I mean, we currently have 28 rules... some being no more than additions to other rules... with some rewriting we could reduce that to no more than 15 (I think)... The trouble is that this would destroy the rule history, and it goes against many rules to do so...

I've been rereading the rules, and it seems quite hard to condense all but a few actually... So maybe we're better off now with just an appeal to read the ruleset before posting a new motion, and, where applicable, propose an amendment instead of a whole new rule.

I make a motion to require that all players, upon making a new motion, read the current rules before posting, in an effort to always prefer proposing an amendment to the rules to making a new one. Official actions include, but are not limited to, amendment of or additions of rules. Amendments are always preferred over new rules, since they prevent the ruleset from growing too large". Here's some clarification to my motion. In these examples, red tiles represent farmland

In this example, 2B, 2C, 3B, and 3C are all one farm.The other red squares would be another farm, but the player would not be allowed to build on there because there is no settlement.

In this example, all the red squares representing farmland are connected, and are considered one farm. Thus, you only need one settlement within it.

I've been reading through this, and it seems interesting. So, to begin:

I cast my vote in favor of coolguy5678's motion to stop people from single-handedly accelerating time.
I cast my vote in favor of OstrichGuy's motion to make territory actually have a purpose.
(Why else would we want territory?)
I cast my vote in favor of HarvesteR's motion to keep to prevent ruleset TL;DR.
(Ruleset definitely needs to be shortened.)
i cast my vote in favor of Ostrichguy's motion to connect territory.
(Seems logical and realistic)
I cast my vote in favor of HarvesteR's motion to prevent ruleset desync.
(It's not that hard to repost the ruleset, is it? Just quote someone with it, remove the other text, and update. That's what I did.)

Now for the motions:
I propose a motion that, if Affinity's motion to make passage requirements elastic passes, that the internet rewards for approved motions be changed to: 3 for unanimous support, 2 for <100% but >=75% and 1 for <75%. For the purposes of voting, this will be called bkwinner's motion to rescale rewards.

I propose a motion that we are allowed to make conditional votes, votes that only take effect if the conditions are met, to be proposed like this:
I cast my vote (in favor|favour of/against) (motion) if (condition)

If (condition) is true, then the vote counts. Otherwise (If the condition is false/undetermined), it doesn't. For the purposes of voting, this will be called bkwinner's motion to allow conditional votes.

I have to disagree with the conditional votes thing... if your vote depends on something else, it's better to wait until that something is complete before casting your vote... People are already doing this far too much with motions, and it really gets confusing...

About the motion editing thing, there is a way to do it legally already: just cancel off your motion by announcing it's termination (see rule §016), then make a new motion. Editing would be redundant.

I think people are motioning way too much because it's the only way to make internets as of now... we have some very good options to generate internets as open motions, and those should be enacted as soon as possible I think.

I cast my vote in favor of OstrichGuy's motion to make territory actually have a purpose.

Oh I just realized that I was wrong. I get 4.5 Internets at the end of each year, not 3.
For farmland you get 100% of what you paid at the end of each year. (AKA 1 Internet per 3 tiles)
For factories, you get 150% of what you paid at the end of each year. (AKA 1 Internet per 2 tiles)
Factories, however, need cities, which are more expensive than settlements.

I make a motion that, in addition to Internet, we use another unit of currency, called a sub-internet, equal to 1/10 of an Internet. For the purposes of voting, this motion shall be known as Ostrichguy's motion to subdivide currency.

I guess that unless this passes, my yearly pay will round down to 4. :cry:

Also, I'm not sure about allowing motions to be edited. What if I already voted for a motion, and don't like the modified version, and it passes before I get a chance to take back my vote? I think it's better just to have players terminate motions and then propose modified versions.

I make a motion to amend rule 26 to say that, rather than the capital city generating double the income, all the factories in the manufacturing are in which the capital is located generates double the normal income for a factory. For purposes of voting, this motion shall be known as Ostrichguy's motion to clear up ambiguity about income.

I cast my vote in favour of Ostrichguy's motion to clear up ambiguity about income.
I convert the rectangle BE1 -> BH3 into factories, costing 4 internets and generating 6 internets per year. (12 if Ostrichguy's motion passes)

I make a motion that any settlement that isn't a city may be converted into a Mining Town for 3 internets. If a manufacturing area contains a mining town, its yearly income is increased by 15%. A single manufacturing area can only earn this bonus once. For the purposes of voting, this motion shall be known as coolguy5678's motion to create mining towns.

I make a motion that, if a farm is connected to a manufacturing area either by having their physical location touching, or by having a railroad or road between them, then the income of the manufacturing area is increased by 0.5% for each rood in the farm, up to a maximum of 15%*. This does not compound with the Mining Town bonus, i.e. the bonus is calculated according to the income of the manufacturing area before applying the mining town bonus. For the purposes of voting, this motion shall be known as coolguy5678's motion to make farms supply to factories.

The idea is that the mining town/farm can supply what it generates to the manufacturing area so it can make more stuff.

I make a motion that in commemoration of the coming new year, every player receives +3 internets. For the purposes of voting, this shall be known as "Krawl's New Year's Gift Motion."

I make a motion that somebody who is not lazy, is to reformat the ruleset into a more congruent set. This will be for the purposes of making the ruleset shorter and more concise, therefore making it easier to read. If this motion is approved, every player is to re-read the new, shorter, and more concise ruleset to ensure that they all know what is going on still. For the purposes of voting, this shall be known as "Krawl is complaining that the ruleset is too long motion."

Also, I am now a player, thus I claim my roods (to credit) and my internet(s).
I am not certain if voting on your own motions is allowed anymore, if they are, I shall edit in my vote for both of these motions.
Also, if "Krawl is complaining that the ruleset is too long." passes, the ruleset should also be looked over for typos, and bad copypasta. I found plenty.

And yes, the ruleset has grown so large it's very difficult to keep it updated... hence my previous motions...

I've sent links to the most active players with editing privileges to the Nomic Database, so they can also help in keeping it up to date...

I'm working on the map renderer now, and it's almost ready... just need to add some more assets for cities and capitals, and also add the new factories, farms and roads and rails and a loader for the flash app :shock:

This is a good idea... we had dollars but didn't have cents :) I assume if you have 10 sub-internets, you can round that to one internet right?

I make a motion that we notate internets with the ¤ symbol (Alt+0164), and sub-internets as decimals of the number of internets. In the event of this motion's approval, rule §008 shall be amended to include this. For the purposes pf voting, this motion shall be known as HarvesteR's motion to notate currency



One thing I want to point out though... The elastic passage requirements rule is now in effect, which means motions will now need 50% of players to vote in favor of for them to pass... The player list currently holds 19 players, which means a minimum of 9.5 votes in favor (10 in practice) to approve a motion now :shock:

To declare a settlement a city, the announcement must be in bold and italics and read: "I declare [name of settlement] a city." The capital city of a player's domain is the first settlement promoted to a city. The capital city generates twice the resources of a regular city. A player may transfer the capital of his domain to another city (not settlement) at the cost of another 3 internets. Transferring a capital shall be done by announcing in bold and italics: "I transfer the capital of [name of domain] to the city of [name of city]".

All off an individual's territory must be connected, either by being directly attached to each other, or being connected by a railroad or road. Players may build a train track for 5 Internet, regardless of its length. Players may build a road for 1 internet per 10 grid squares it crosses. If the railroad is made through another individual's territory, the money payed will go to that individual. If it passes through multiple other individuals' territory's, the people who's territory it goes through will split the Internets proportionally to how much is in each of their territories

here's the state of the map renderer now... it can save the map to file (using jpg compression), so we can upload it and post here.

The renderer takes it's data straight off the map sheet on the Nomic Database, so it's important to check that it is up to date before posting an image.

This is a sample output, with no official import (for now)...
