I cast my vote in favor of coolguy5678's motion to create currency.

I make a motion to include Quate's motion to prevent page-stretching and Snowyowl's motion to prevent contradictions into the numbered list of rules, given the fact that both motions have been accepted, and are therefore no longer motions, but actual rules. If accepted, the aforementioned motions shall be referred to as rules §006 and §007, respectively. In addition, all motions to create rules approved henceforth shall be/must be automatically appended to the existing ruleset under it's corresponding number. For the purposes of voting, this motion shall be referred to as: "HarvesteR's motion to maintain a coherent ruleset".

If at any point there are three votes in favor of a motion, the motion passes and is acted upon. If at any point there are three votes against a motion, the motion fails. If the motion-maker fails to do this within 48 hours of the motion's passage, the motion's state is changed, and it fails.

§005:
Kerfuffleninja is the chairman. Any disputes and disagreements about gameplay may settled by the chairman. If there is a dispute, the chairman may take any action necessary to restore stable gameplay, except the actions specifically forbidden by these rules. The chairman's decisions may be overturned by five votes from different players reading "I cast my vote to repeal the chairman's executive decision." The chairman may not take any action which results in players being unable to repeal his decisions.

Quate's motion to prevent page-stretching:
The revised ruleset must be placed inside of spoiler tags in order to prevent page-stretching.

Snowyowl's motion to prevent contradictions:
No motion may have retroactive effects before the moment at which it passed. No motion may specify that it cannot be altered or repealed. No motion may contradict a motion which has already passed or which is in voting unless it specifically supersedes, repeals, or reverses the existing motion." For the purposes of voting, this motion shall be referred to as Snowyowl's motion to prevent contradictions.

All players have a property called "number of internets". All players receive one internet upon making their first post in this thread; all players who have made at least one post before the passing of this motion (if it passes) also gain one internet when the motion passes. Whenever a player's number of internets is changed, a list of all players' internet-counts is posted in a spoiler tag, in decreasing order of internet-counts. For the purposes of voting, this motion shall be referred to as coolguy5678's motion to create currency.

I'm not sure why the two motions other than the second are necessary. My intention was that people make new motions with more ways to get internets, and ways to spend them, of course. There's nothing in my rule which disallows other rules which hand out internets, so I don't think the first and third motions are necessary.

I'm a bit worried that the Chairman might give himself lots of internets, so I'm not going to vote. Slap some limits (Chairman can't award self internets, can only award x number of internets in y time period, etc.) and you have my vote. Also, those motions don't technically count, as they don't start with "I make a motion that..." or end with "For the purposes of voting, this motion shall be referred to as...". (Although your text has the same meaning, Nomic rules are traditionally enforced exactly as they say, although we did once have a rule saying that the spirit of a rule takes precedence over its exact words.)

I make a motion to reward those who have their motions approved with 1 (one) internet per vote in favor received, less 1 (one) internet per vote against received. In this fashion, one who has a motion approved will receive an amount of internets proportional to the general acceptance of his proposed motion. (e.g. If one has a motion passed with 3 votes in favor and 2 votes against, said one shall receive 1 internet). Internets shall only be granted once the motion has been effectively approved, and correctly followed through with appropriate insertion on, and/or revision of the ruleset. This motion shall not be applied retroactively, but shall be observed by motions currently under vote at the time of this motion's approval. In the event that a motion is denied, no internets shall be given nor taken. For the purposes of voting, this motion shall be referred to as: HarvesteR's motion to reward meritous contributions

Under the current ruleset, yes. A motion needs 3 votes to pass and at 3 it automatically passes, so it can have at most 3 internets given...
Any situation that would yield less than 1 internet would also be one in which a motion is not approved.

Edited the motion a bit to clarify the extent of retroactivity.

I need an executive decision on whether or not the approval of my own motion should reward me 3 internets... I don't want to reward myself over a misinterpretation, but I don't want to miss out if I am in fact entitled to it.

Here's how I see it:

On one hand, this rule explicitly states not being retroactive. So my own motion wouldn't count since it wasn't a rule before approval.
On the other hand, this rule was under vote at the time of it's own approval, and on that token, I am entitled to the reward...

I leave this to the chairman, or to a group consensus (in lieu of a deputy chairman).

Ok I've got a new idea. here goes:

I make a motion to have all rules heretofore appended to the original ruleset reworded so as to remove unnecessary senteces regarding obsolete voting, such as 'for the purposes of voting...'. All entries in the ruleset have already been approved, and by definition are no longer motions, but rules. This motion also shall address any case in which a rule refers to itself as a 'motion', rewording it accordingly so as to emphasize and maintain the semantic difference between a motion and a rule. The extent of this motion shall be limited to such rewording and editing, and shall not alter rules in any way that might distort, omit or otherwise modify the implied or explicitly stated content of said rule. But shall extend as far as modifying the wording of a rule to append information about it's creator and originating motion in order to preserve it's history. For the purposes of voting, this motion shall be known as: 'HarvesteR's motion to enhance and further improve the coherence of the ruleset'

Yeah, the ambiguity of exactly how passed motions were inserted into the ruleset bothered me. I like this.

I do like this one in theory, but if we ever pass a motion that makes Internets useful, this basically turns kerfuffleninja into an all-powerful Nomic god. I agree with coolguy -- throw in some good limits and I'll vote in favor of the revised motion.

I make a motion to require that along with the revised ruleset, a list of motions still open to voting be placed in any post casting a deciding vote in a motion. For purposes of voting, this motion shall be referred to as Affinity's motion to keep a list of active motions.
I theorize that the two weeks of inactivity may have been due to people thinking that there were no motions to vote on that they had not already voted on. Or maybe people just didn't check it. I dunno. Anyway, this would make that list of active motions more accessible.


Anyway, here're the revised ruleset and list of current active motions and player Internet counts, I think. I'm keeping track of this all through a Python program, and due to how much rewriting recent rule changes have required, its output might be wrong. But it looks about right to me, so here we go!

Current ruleset:

Any player may set forth a motion to take some official action. Official actions include, but are not limited to, amendment of or additions of rules.

§002:
All official motions must be in bold and italics and begin with "I make a motion to..." Additionally, official motions must end with "For the purposes of voting, this motion shall be referred to as [username]'s motion to...", followed by a summary of the motion's actions, with "[username]" replaced by the motion-maker's username. For example, one could say "I make a motion to put the comma that is directly outside the quotes in rule §002 inside the preceeding quotes, after the ellipses. For the purposes of voting, this motion shall be referred to as kerfuffleninja's motion to save grammar Nazis from developing a nervous twitch."

§003:
To vote in favor of or against a motion, one must declare one's vote by saying "I cast my vote [in favor of/in favour of/against] [motion-maker]'s motion to [motion summary]." For example, one could say "I cast my vote in favor of kerfuffleninja's motion to save grammer Nazis from developing a nervous twitch."'

§004:
If at any point there are three votes in favor of a motion, the motion passes and is acted upon. If at any point there are three votes against a motion, the motion fails. If the motion passes, and requires that the rules be amended, the motion-maker must do this as soon as possible, and post the revised ruleset. If the motion-maker fails to do this within 48 hours of the motion's passage, the motion's state is changed, and it fails.

§005:
Kerfuffleninja is the chairman. Any disputes and disagreements about gameplay may settled by the chairman. If there is a dispute, the chairman may take any action necessary to restore stable gameplay, except the actions specifically forbidden by these rules. The chairman's decisions may be overturned by five votes from different players reading "I cast my vote to repeal the chairman's executive decision." The chairman may not take any action which results in players being unable to repeal his decisions.

§006:
The revised ruleset must be placed inside of spoiler tags in order to prevent page-stretching.

§007:
No motion may have retroactive effects before the moment at which it passed. No motion may specify that it cannot be altered or repealed. No motion may contradict a motion which has already passed or which is in voting unless it specifically supersedes, repeals, or reverses the existing motion.

§008:
All motions approved shall be/must be automatically appended to the existing ruleset under their corresponding numbers.

§009:
All rules appended to the original ruleset shall be reworded so as to remove unnecessary sentences regarding obsolete voting, such as 'for the purposes of voting...'. This motion also shall address any case in which a rule refers to itself as a 'motion', rewording it accordingly so as to emphasize and maintain the semantic difference between a motion and a rule. The extent of this rule shall be limited to such rewording and editing, and shall not alter rules in any way that might distort, omit or otherwise modify the implied or explicitly stated content of said rule. It shall extend as far as modifying the wording of a rule to append information about its creator and originating motion in order to preserve its history. Affinity's right about this, I think... once a motion has 3 votes, it is instantly approved, meaning any more votes are meaningless.

So, this whole ruleset updating in 48 hours thing isn't a requirement? It is there in rule 004, but if everyone's willing to overlook it, so am I :lol:

I make a motion to require that all terminated motions, regardless of the outcome of the vote, be announced in the following form:
For approved motions, the announcement must be in bold and follow this template:
"[username]'s [name of motion for the purposes of voting] has # votes in favor, and it passes.
This motion has been approved with # votes in favor, # against.
[username] shall receive {see rule §009} internets for his(her) meritous contribution."
For denied motions, the announcement must be in bold and follow this template:
"[username]'s [name of motion for the purposes of voting] has # votes against, and is hereby denied."
In the event of this motion's approval, it shall be required that, upon posting of the revised ruleset, the ruleset-revisor precede his new submission with the above announcement, so that it is clear for all participants that a new revision of the ruleset has been submitted. All players receive one internet upon making their first post in this thread; all players who have made at least one post before the passing of this motion (if it passes) also gain one internet when the motion passes. For the purposes of voting, this motion shall be referred to as coolguy5678's motion to create currency.

I make a motion to permit the Chairman to grant internets to persons who have been of exemplary value in the community, at the discretion of the Chairman. The Chairman is unable to award himself/herself internets, but internets can be given to the chairman, if a motion to do so passes. The Chairman is only permitted to award 5 internets per week. Internets granted as rewards may be revoked, ONLY by means of a passed motion to revoke them. For purposes of voting, this motion shall be referred to as “alexriehl’s revised motion to grant currency-based rewards.

I make a motion to, should “alexriehl’s revised motion to grant currency-based rewards” pass, create a rule containing it, to be referred to as “§013.” For purposes of voting, this motion shall be referred to as “alexriehl’s motion to make alexriehl’s other motion into a rule if it passes.”

As I understand it, you get 1 internet for posting your FIRST motion, and more for any motions that pass.

I make a motion that players are only allowed to have a maximum of three open motions in progress at any one time. This should help reduce the confusion caused when one player has lots of proposed but unverified motions. For purposes of voting, this motion shall be referred to as “JonR's 2nd motion; to curb excessive motion proposals.

Not necessarily... A motion may only propose to amend an existing rule, or it might be something completely different...

I do agree with your idea to limit open motions, things are getting out of hand very fast (I had a lot of trouble posting a revised ruleset yesterday)

I cast my vote in favor of JonR's 2nd motion; to curb excessive motion proposals.


Also, we need some official way to cancel an open motion, so we can clean up the open votes list... There are a lot of old motions that are technically still under vote, but have become completely obsolete...

@alexriehl: You don't need to specify the index position of your motion, in the event it's accepted and becomes a rule... most likely other rules will be added or removed, and your proposal will be 'out of bounds'... just rely on rule §010 to basically push(your rule) into the list :wink:
About the rewording thing, the rule was added to the ruleset without actually using the term 'termination', since it could have generated needless confusion.

So let's do something about motion cancellation... so we can make sense of this game again...

I make a motion to grant the Motion-maker and/or the Chairman official power to cancel a motion that is currently under vote. This shall be done by declaring, in bold and italics: "I, ['as motion-maker', 'as chairman' or 'having been lawfully granted official power'], hereby terminate [name of motion]. As of this moment, this motion is no longer under vote and shall be removed and forgotten." This shall completely terminate an open motion, without appeal to revive it. Anyone may be granted this power if agreed upon by a group consensus, in lieu of a deputy Chairman. For the purposes of voting, this motion shall be known as "HarvesteR's motion to remove and forget obsolete motions",

We should also officialize this group consensus thing... It's a better option than waiting for the chairman's decision on each and every instance...
For the sake of not driving everyone crazy, I'll wait until this motion I just posted is closed before posting a new one...

EDIT: I had another idea... we should have an official place to keep a one and only ruleset/internet count/active motions list, so we don't have to keep reposting it all the time... I would like to request that "Alexriehl's motion to grant currency-based rewards," Alexriehl's motion to provide currency for purposes other than rewards," "Alexriehl's motion to reword the reference in HarvesteR's motion (rendered invalid anyway by an edit beneath the motion)", and "Alexriehl's motion to make alexriehl's other motion into a rule if it passes (invalid because of an edit beneath the motion)" be removed from the list of open motions, as they are all rendered obsolete or superseded by "Alexriehl's revised motion to grant currency-based rewards." "Alexriehl's revised motion to grant currency-based rewards" is the only motion that I have written that I consider to be still open to voting, as it is the only motion to be considered valid.

Furthermore, to solidify this and make it more clear,

All players have a property called "number of internets". All players receive one internet upon making their first post in this thread; all players who have made at least one post before the passing of this motion (if it passes) also gain one internet when the motion passes. All motions to create rules approved henceforth shall be/must be automatically appended to the existing ruleset under it's corresponding number.

§011:
All rules appended to the original ruleset are required to be reworded so as to remove unnecessary sentences regarding obsolete voting, such as 'for the purposes of voting...'. This rule also requires that in any case in which a rule refers to itself as a 'motion', it must be reworded so as to emphasize and maintain the semantic difference between a motion and a rule. The extent of this rule is limited to such rewording and editing, and prohibits the altering of rules in any way that might distort, omit or otherwise modify the implied or explicitly stated content of it's previous form as a motion. It extends as far as modifying the wording of a rule to append information about its creator and originating motion in order to preserve its history. You're right about that... the point of this motion was to provide a mechanism through which we could clean up the active motions list, to reduce confusion... I reckon that the chairman shouldn't have powers to remove a motion at any time, since that could give him nasty ideas...

I'd like to revise this motion... We currently lack any official means to edit an open motion, without adding yet another motion... For the sake of not driving everyone bonkers yet again, I'll try to minimize confusion as much as possible.

I, as motion-maker of HarvesteR's motion to remove and forget obsolete motions, hereby submit a revised version of my motion. In the event that this motion passes under this revision, any other revision of this motion, previous or subsequent, shall be made obsolete.

Anyhow! I think I may have goofed up in my previous ruleset/active motion/player summary, like by dropping some players. Also, somewhere along the way some motions got dropped, even if they are motions that nobody cares about, like my motion to fix my other motion. But I've checked all the ways this post differs from the last-posted summaries, and I'm like 90% sure this is right, despite being up far too late. Anyhow. If stuff is wrong, it's at least consistently wrong.

Cool, this also works as a motion editing mechanism... One can make a new motion, and as motion-maker, remove your old one.
Here's how:

"I, as motion-maker, hereby terminate HarvesteR's motion to remove and forget obsolete motions. As of this moment, this motion is no longer under vote and shall be removed and forgotten."

That takes care of the old version, since the revised version was the one approved.
Now we have the power to clean up that active list mess... use it wisely :D
