Let's see... they want protection. While Sinex doesn't have much military itself so far, it has also been involved in only one war (while most other countries have consistently used troops to conquer other land), and it has won that war. There was also the incident with Halstone, where Krieg agreed to leave Sinex alone without a single troopmovement by Sinex itself; simply because Sinex has international support. So according to history, Sinex is fairly safe, and due to the very small military, most people will not have to fight, so on average individuals are safer in Sinex than other countries.
Note that the people that joined Sinex were a country, which imply a level much higher than rocks and stones. Not everyone in Afrika is underdeveloped, and certainly not on the level of stoneage.
They weren't scared of Turkerya, they were scared of UT, because that country joined an AI with the explicit purposed of killing all humans. The reason that they didn't go the Turkerya for protection instead is that Turkerya is for some reason strongly allied with UT.
