I expect it has to do with how prominent the sport is in college sports, and especially how prominent it was when colleges were introducing cheerleading. Except for hockey. I think the cheerleaders would just get cold if they had to cheer on ice.
Hockey has cheerleaders. They don't usually go on the ice, except maybe a number during the intermissions. I was at a hockey game a few weeks ago, and the cheerleaders were in the stands with the crowd, would give a cheer during an stoppage in play, then move to the next section.
