What are they? What do they do? How are they different from other moderators and each other? Are the subfora that list them as moderators not moderated by the General Moderators? What about the ones which don't list anyone? Am I asking too many questions? Has this already been answered somewhere? Should I just shut up?

I'm a Magistrate. I have certain mod capabilities within those boards where I am specifically listed as Moderator.

Magistrates have moderator power over selected boards.
General Moderators have moderator power over all boards.
Prelates have moderator power plus limited admin power over all boards.
Administrators have all power over all boards.
Davean has all power over the universe.

Paraphrased from the mod forum:

Admins: The God-Kings of the Fora
Prelates: Like unto admins. Invested with a portion of their power. They may make titles, ban users (albeit temporarily) and generally abuse their power all upside your head.
Moderators General: May edit and delete posts and threads, view post information, warn users, and generally be cool on all parts of the fora.
Magistrates: Like unto moderators, except their power is limited to specific subfora.
Banana: Like unto fruit. A great source of Potassium and Vitamin K, and a common flavor-base for smoothies and other such blended beverages. Taste very good with peanut butter.

It's not terribly interesting. It is principly concerned with discussing disputes and decisions elsewhere on the board, or occasionally on deciding new moderators.

You're not missing much.
