Getting that hair is going to be really hard with just hairspray (if not impossible).
What I would try is
-wet your hair and arranging into the spikes as best you can.
-Hold your head up-side down
-Apply hairspray

I'm not sure if that would work at all though.

You should get mousse. It's lightweight, so it won't weigh your hair down like gel, but it's more sculptable than hairspray.

I used hairspray and it looked nice for a while, but my hair flattened itself back down after a few hours of wind and humidity. Today I bought a cream but I haven't tried it yet.
