RDP = Remote Desktop Protocol
I've tried googling this, but Google thinks I'm asking this question:
"I have turned my VPN on. How can I remote desktop into another machine?"
My question is the opposite.
"I have a remote Windows machine which needs to run on a VPN.
-When the VPN is off, I can Remote Desktop into the Windows VM using it's IP address.
-When the VPN is on, I can no longer Remote Desktop into the Windows VM using it's IP address. This is because it's on a VPN, and therefore the IP address has changed.
-When the VPN is on, I am unable to Remote Desktop into the Windows VM using the VPN IP address.
-When the VPN is on, If I also go on the same VPN, I am then able to RDP into the Windows VM using it's original IP address (not the VPN one).
"
So here is the setup:
- Remote Windows Machine on VPN with VPN IP address.
- I am on my local machine (no VPN)
- How can I Remote Desktop onto the Windows Machine without my local machine going onto the same VPN?

What kind of VPN are you using?
If you want to access a machine from outside the VPN, you'd at least need a gateway inside the VPN that tunnels to the public internet and allows you to open ports (3389 for RDP) and redirect them to the machine within the VPN.

I solved the problem.
There is a way to run a "route" command that allows opening the computer to IPs that ignore the VPN. This allows for RDP while the VPN is on.
