I've missed a few episodes this season, but I never noticed any sort of gag with that. The things that are just a collar (or turtleneck) and the front of a shirt are called "dickies." They were popular a few decades ago for the purpose of getting a layered look without the bulk. Since Howard's clothing seems like it comes from a few decades ago, the dickie could just be part of his style.

I thought that too, but then I realized the hoodie actually changes colors/design, so it must be a seperate jacket and hoodie.
