Therein lies the cognitive dissonance. Hurricanes are damned impressive. So are most natural disasters. Their sheer force is just completely mindblowing; it goes against so many basic assumptions about nature. So people have this desire to see them, even though they know that it's very likely that people will get hurt (which they obviously don't want to happen, unless they're sociopaths).
