I just stumbled upon this:

Which seems to at least partially solve the problem (there are some pretty big ifs attached).

Most email clients can do this. Just set up a PC (real or virtual) somewhere, load Outlook, configure the email and send away! (Options, more options, Do not deliver before) on Outlook 2010.

As long a the machine is not compromised, should be just fine.

I think the presumption is that the stakes are high enough that the machine will be attacked by very smart people. It's running Outlook. It's a dead duck.

Assuming it can be found. This could be a running on a virtual machine anywhere on the planet. Could easily be scripted not to even connect to the outside world until it is read to transmit its missive.

It's running windows. What are the chances that it won't crash when the time comes?

Ok, dissing Redmond aside, you're really depending on obscurity more than strength. (Read: "probably won't" as opposed to "can't") If your secret is (known to be) important enough, clever people will have good leads on how to find that machine. You're also depending on a network that's not under your control. Will there be anything to connect to when the time comes?
