No, no, research "redundant bullets". Those are bullets which shoot a shell that resembles what that woman is holding. I know it seems ridiculous, but they actually make bullets like that, as the indentations cause an air pocket that actually cause the bullet to propel itself. This was developed after testing whole bullets in which the bullet with casing had better aerodynamic flow than bullets without.

Hell, with phrasing like that, they could have paid her to say it, and it would have been accurate.

Or they could have just given her bullets of the same caliber in their original casings, as holding already fired bullets would be really, really.... really retarded.

I really don't see how. The only people that unfired bullets convince are gun-control activists; I personally find that fired bullets have a far higher emotional impact than clinically sculpted, unfired ones.
