Fluency changes and there are diferent deffinitions thereof. Some people can become fluent in a matter of days (I have a rather thick grammar book for esperanto but soe errors will leave you still understood) and there were only 900 root words originally, so the way it forms derivate words is rather neat. Even so you'd speak very slowly. If you dedicate a fair while to it, mebe you could talk in a few months. Not on a very high level but I have a book entitled "A complete grammar of Esperanto" which I suggest you buy. Very good book with translation passages after each chapter. There are now about 9,000 root words iirc so that may take a while. Still the language is regular, so after you learn all the grammar, it applies to each word the same way, and there's no need to learn weird new conjugations.

As for German, no. Unless this is the first language you've studied, no. The first language always helps break you in but otherwise Esperanto has very little vocabulary taken fro german compared with English and Romance based vocab (notable germanic-origin words: knabo (boy) bildo(picture)) and as for grammar, well, Esperanto doesn't use dative or genitive. German does, and they have odd paradigms for not only nouns but articles while the only esperanto article "la" doesn't decline. You'd get more German help by looking at English and trying to understand it more deeply. It's just that fact that Esperanto is simple that shoudl pae the way for further lanaguge learning, but it won't specifically help your German.

Yeah I had a short course on German not too long ago and I don't think Esperanto would help much. Esperanto is very easy coming from Spanish and some of the vocab is related. I started learning a couple days ago and I don't know much, but at this rate I think a person could be competent (but not completely fluent) in a month if they learned and practiced it every day. Of course thats biased due to my Spanish knowledge. So maybe 2 or 3 months and you would have pretty good Esperanto skills.

I've been looking at Esperanto for a very long time, but I've barely picked up any of it - mostly due to lack of motivation. I just revisited ##esperanto and #komencintoj on Freenode. My vocabulary has doubled and I've figured out a bunch of grammar issues I didn't quite understand in about six hours. I really recommend #komencintoj once you've picked up the basic grammar. Use a translator for what you don't know and dive in. You'll pick it up quickly.

Regarding a third-person singular pronoun: I've seen "sxli" proposed, but I don't practice my Esperanto nearly enough to know whether anyone actually uses it. I think the language is in a pretty good state of amendability, though. But not too changeable, because that would compromise its integrity. I guess this makes only fractional sense.

It's really not commonly used, nor are the various other attempts at this. I think there is a convention for it in Ido (which is essentially revised Esperanto, though the communities have a certain amount of mutual animosity), but why would you want to learn Ido?

Kio estas elfa akĉento? Kiam mi unue parolis Esperanton, tiam homoj diris, ke mi havas slovakan akĉenton (strange, ĉar mi tute ne parolas tiun lingvon). Poste ŝajne mia akĉento iĝis pli nederlanda, sed tio ankaŭ dependas de ĉirkaŭ kiaj homoj mi estas. Inter italoj mi ekparolas kun itala akĉento, inter francoj kun franca akĉento ktp.
