Personally, I do like the entire series and would vote for it as a series. I actually think some of the Shadow books are up there with Ender's Game in terms of quality. I agree Children of the Mind and Xenocide (and to a lesser extent Speaker for the Dead) aren't quite as good, but the series as a whole is, imo.
Turtledove's other sequence involving the South winning the US Civil War, started with "How Few Remain" and continues to WWII (so far)
