I think Randall should switch to a monthly schedule, or maybe even an entirely free one. It's clear Randall's just pumping out filler half of the time - if he only has to post when he has a good idea, sure we might have to wait, but a few of good quality is far more valuable than many of average quality. Randall wouldn't even have to lose money -

Yes, the rabbit in the khaki suit? ... No, you won't be out of a job. You can always go and complain that it hasn't increased in quality ten times (presumably on a logarithmic scale, like most human experience) as much, even though the comics take ten times longer to produce. Or you can complain about the references being dated, or the comics just taking too long. But at least you can't complain as much about the quality, which I'm sure you actually do wish to improve.
