Side note, apparently the MTG developers use !W, !B and etc to denote phyrexian mana, figured we might as well use that

~ comes into play with X quest counters.
Whenever an opponent plays a card that causes them to search their library, you may split their library up into a number of stacks equal to the number of quest counters on ~ plus one. Their search is limited to one stack of their choosing. If they fail their search, then you may draw a card. Once the search is completed, recombine and shuffle their library.

(Hopefully that made some semblance of sense. It got more complicated than I had anticipated.)

Designed specifically to frustrate players,the pylon manages to be both the most crucial and most useless structure to the Protoss player.

That player chooses one of those piles and searches that pile. If that player finds no cards during that search, you may draw a card.

Neat effect.
* You want a replacement effect ("would"/"instead"), not a triggered ability ("whenever"), since triggered abilities stack and resolve after the event that triggers them.
* Other cards (like Fact or Fiction) have had a player "separate" a group of cards into "piles" before, so that's probably the templating you want for that.
* "Failing" a search isn't a defined thing. The closest you can get is (probably) finding no cards, though that wording will cause the card draw if they were searching for zero cards.
* You don't need to specify the recombining, since separating cards into piles doesn't change what game zone those cards are in, and you don't need to specify the shuffle, since you can just not replace the shuffle (just the search).

Problem:
The rules don't currently support separating cards into piles that you can't look at, so as worded, the card doesn't work. You'd need to specify whether you want the player doing the separating to look at the cards first, or whether you want the contents of the piles (but (maybe) not the number of cards in them) to be random.
