I'm pretty sure I don't get it. But I went to the revolving internet and with some difficulties got to this page and opened the spinning comic inside a spinning browser and it was glorious.

seems simple to me.

instead of the rotating wheel and a stationary landscape, the wheel is stationary and everything else spins.
