Not quite. Switzerland doesn't have a national animal. The bear is the heraldic symbol of the canton of Bern where the Toblerone company is based (and Bern is a form of the german word for bear).

What's sad is that this comic doesn't make any sense unless you figure out that it says "Fed Ex". I think it could have been a good joke, it was just poorly executed.
