(I wanted it to be R for the direct damage, U for the counter, and entwine with the opposite color to get the full effect, but I have no idea how to word it.)

You could do this:

Scorching Mist
X
Instant
Choose a target activated ability and/or a target creature.
If you paid U to play Scorching Mist, counter that activated ability.
If you paid R to play Scorching Mist, it deals 3 damage to that creature.

3: Put a charge counter on Slot Machine, then roll a twenty-sided die. If you roll a 1 or a 20, remove all charge counters from Slot Machine and you gain twice that much life, then put five charge counters on Slot Machine. Any player may play this ability at any time they could use a sorcery.

Perhaps a better take on Elvish Pillager's idea would be

Scorching Mist
1X
Instant
Use only red and/or blue mana to pay Scorching Mist's casting cost.
Choose a target activated ability and/or a target creature.
If you paid U to play Scorching Mist, counter that activated ability.
If you paid R to play Scorching Mist, it deals 3 damage to that creature.

This avoids letting the player have a free spell, which could be used either to target illusion creatures, set up for storm, or what have you. It also keeps the card in blue and red, to avoid the previous situation with spare off color mana. It also keeps the cmc of the card at 1, though it does allow the player to pump additional mana into the card (and there may be some benefits to that, maybe it should have "X may only be 0 or 1")

Mulligan's Travels

Oops, didn't read the first post in the thread for rules. Regardless, here is a MTG card that doesn't follow the rules:

Mulligan's Travels
UUU - Sorcery
Place aside all of your permanent cards in play, and exile every other permanent in play you control. Flip over each card in your deck in order until you no longer have any permanent cards set aside by Mulligan's Travels. When you flip over each card from your deck, if it matches the type of a set-aside permanent, exile that set-aside permanent and place it into play. Otherwise, exile the flipped over card from your deck. After you have finished flipping through your deck, discard your hand and draw a number of cards equal to the number of cards you discarded.
Mulligan always knew when to give up.

Another for the Scorching Mist implementation pile:

Scorching Mist - U/R
Instant
As an additional cost to cast Scorching Mist, you may pay U/R.
Each mana spent to pay Scorching Mist's mana cost must be a different color.
If you spent U to cast Scorching Mist, counter target activated ability.
If you spent R to cast Scorching Mist, it deals 3 damage to target creature.

Since the second ability says "mana cost" it won't be affected by things that add costs ("costs an additional [something]").

I'm pretty sure that wouldn't work. You don't literally pay the written mana cost (otherwise, "costs 1 less to play" things wouldn't make sense).

It's a great guitar solo. If only it didn't make you sick. And wicked.
