Perhaps a better take on Elvish Pillager's idea would be
Use only red and/or blue mana to pay Scorching Mist's casting cost.
Choose a target activated ability and/or a target creature.
If you paid U to play Scorching Mist, counter that activated ability.
If you paid R to play Scorching Mist, it deals 3 damage to that creature.
This avoids letting the player have a free spell, which could be used either to target illusion creatures, set up for storm, or what have you. It also keeps the card in blue and red, to avoid the previous situation with spare off color mana. It also keeps the cmc of the card at 1, though it does allow the player to pump additional mana into the card (and there may be some benefits to that, maybe it should have "X may only be 0 or 1")
As an additional cost to play ~, you must smile as wide as you can. If your face does not hurt from this smile, counter ~.
All creatures you control get +19/+19 until the end of the turn. Your opponents' life totals cannot be reduced below 1 this turn.
