I make a motion to add the title "The Tallest Hat". To acquire the title, a post must be made stating the following: "I Believe I have the tallest hat, Look!" and a picture of the player wearing a tall hat is posted. If it is recognized as the tallest hat by three people who subsequently post "[nickname] indeed has the tallest hat." that player is recognized as "The Tallest Hat". Only one player at a time can be the Tallest Hat.

For the purposes of voting this shall be referred to as Monty's motion to recognize the tallest hat.

I cast my vote against Monty's motion to recognize the tallest hat.
I cast my vote against Suz's attempt to create a somewhat convoluted definition of The Winner.

I retract my motion that involves bribery in almost no way whatsoever and concerns only Poobah-related material.

I make a motion to establish the following points system. Points may be used to buy the following:
250 - Winner of the Nomic status (can't be bought except by a current Grand High Poobah of the Nomic)
35 - Grand HIgh Poobah of the Nomic status (available for only 1 player at a time meaning you can't buy it while someone else has it)
25 - Remove a player's Grand HIgh Poobah of the Nomic status
20 - Double Down perk - every motion of yours that passes/fails is worth double the normal amount (which is currently +2/-1). No single player may have two or more copies of the Double Down perk at once. They may buy it, somehow lose it, and repurchase it.
20 - Remove a player's Double Down perk
3x - Greed. Remove x amount of a player's points. Example: Alice pays 30 points to destroy/remove (NOT steal) 10 of Bob's points
x - Charity. Give x amount of points to a player. Example: Alice pays 30 points to add 30 points to Bob (note that this is already part of the rules)

Points are used with these types of commands (in bold and italics)
Buy: Double Down perk for 20 points
Charity: Give 15 of my points to Alice
Greed: Pay 45 points to remove 15 of Alice's points

Current Rules

§001:
Any player may set forth a motion to take some official action. Official actions include, but are not limited to, amendment of or additions of rules.

§002:
All official motions must be in bold and italics and begin with "I make a motion to..." Additionally, official motions must end with "For the purposes of voting, this motion shall be referred to as [username]'s motion to...", followed by a summary of the motion's actions, with "[username]" replaced by the motion-maker's username. For example, one could say "I make a motion to promote ahammel to the cerimonial position of Grand High Poobah of the Nomic. For the purposes of voting, this motion shall be referred to as ahammel's motion to grant himself a meaningless title."

§003:
To vote in favor of or against a motion, one must declare one's vote by saying "I cast my vote [in favor of/against] [motion-maker]'s motion to [motion summary]." For example, one could say "I cast my vote in favor of ahammel's motion to grant himself a meaningless title.". No player shall vote for his own motion, and no player may vote for or against a motion more than once (though they may change their vote).

§004:
If at any point there are three votes from three different players in favor of a motion, the motion passes and is acted upon. If at any point there are three votes from three different players against a motion, the motion fails. If the motion passes, someone should amend the ruleset as soon as possible.

§005:
At any time each player can only have one active motion. Before a player can make a new motion, his/her last motion must have been either accepted, refused or retracted.

§006:
Any player may at any point retract their active motion.

§007:
All players must pick a nickname. They are not allowed to vote or make motions until such time as they have chosen one. Nicknames cannot be more than six letters long. A nickname is officially chosen by writing "I pick the nickname [nickname]". Other players may cast votes against nicknames if they deem them inappropriate. Should a nickname receive three votes against, the player has to pick a new nickname.

§008:
One player will have the position of arbiter. Any other player may request clarification on any of the rules by posting "I request clarification on rule [rule number]...", followed by a brief description of the ambiguity. The arbiter will have the ability to amend the rule set to remove the ambiguity. The decisions of the arbiter may be overturned only by passing a motion to amend the rule set.
In the event that this motion passes an arbiter will be selected by the following procedure: any player may nominate any other player (including himself or herself) for the position by posting "I nominate [nickname] for the position of arbiter." Any player aside from the nominator may second the nomination by posting "I second the nomination of [nickname] for the position of arbiter". Once a player has been nominated and seconded by two different players, he or she must accept the positon by posting "I accept the position or arbiter". The first player to do so becomes the arbiter.

§009:
After a new rule is passed, it must remain in effect for at least three days.

§010: Each player may gain or lose points in the following manner. Players start with zero points. If a person gets their motion passed, they get 2 points. If it fails, they lose 1 point. If you break a rule, you lose 1 point. Players may give their points, or any integer subset of their points, to another player. Negative points revert to zero. Players may not give more points than they currently have.

§011:
A State of the Nomic post has the following properties

- It begins with the phrase: The State of the Nomic:
- It contains the following information, wrapped in spoiler tags:

-- A list of the current players with one or more points, along with their scores
-- A list of the active motions and a summary of the votes for and against

Any player who makes a State of the Nomic post will be awarded one point if a) the information is accurate or later edited for accuracy and b) at least one motion has passed, failed or been withdrawn since the last State of the Nomic post.

§012:
It is not allowed to include the number of the rule you think a motion will get if it passes in the motion. The rulenumber will be given naturally at the time of approval of the motion; the new rule will get the lowest natural number not currently used by any other rule.

§013:
Motions shall not directly reward everyone who votes in favor of it, anyone who votes in favor of it, or only those who vote in favor of it.

§014:
Any player who promotes this game of Nomic with a link in their signature gets 5 points as long as the link remains in their sig.

§015:
When a winner is declared, he or she shall make a post in the Games section of the xkcd fora titled Nomic 16.1 declaring the start of a new Nomic with an inital set of rules. These rules should be simple and suitable for the beginning of a Nomic, but shall otherwise be chosen at the winner's sole discresion. A winner shall be declared either by a motion to that effect, or according to a rule stating a victory condition.

Motion to create the definition of Winner of this Nomic:
The Winner shall have previously attained the rank of Grand High Poobah of the Nomic (GHPotN)
At some point while holding this status, another player will garner enough points to be considered GHPotN; at this time, the player can officially challenge the GHPotN by stating, "I challenge your status as GHPotN and request a vote to determine the true holder of the rank."
A vote shall take place among the GHPotN, the challenger, and any Poobahs Emeriti (see below); when 24 hours have passed or 2/3 of players have voted, whichever comes later, the tally shall be counted.
If the current holder of the GHPotN title has won the tally, that player becomes The Winner.
If the challenger wins the tally, that player becomes GHPotN until such time as that player is challenged as set forth here; in that case, the previous GHPotN becomes Poobah Emeritus.
Any and all Poobahs Emeritus are included in each Challenger's Vote and can re-attain status of GHPotN if they win the tally.
Poobahs Emeriti can re-challenge the current GHPotN when they have gained 5 points from the time of being made Poobah Emeritus.
Only if the current holder of the GHPotN title can become the Winner, if and only if they win the tally.

I make a motion to forbid paradoxical motions such as "I make a motion to invalidate this motion", with the aim to avoid braking the game. If this motion is accepted, the following rule will be added to the current set: "If a motion which would cause a paradox is proposed, it will be ignored and the player proposing it will be fined for 5 points. If a rule is accepted and it causes a paradox (alone or with other rules already present), the rule (resp. the rules) will be ignored and all other mentions suspended while the players vote on what rules to keep. This pause in the game will remain active until either 2/3 of the players have voted or 3 days have passed." For the purposes of voting, this motion shall be referred to as Yellow's motion to avoid paradoxical motions.

Once a player has been nominated and seconded by two different players, he or she must accept the positon by posting "I accept the position or arbiter". It is not allowed to include the number of the rule you think a motion will get if it passes in the motion. The rulenumber will be given naturally at the time of approval of the motion; the new rule will get the lowest natural number not currently used by any other rule.

§013:
Motions shall not directly reward everyone who votes in favor of it, anyone who votes in favor of it, or only those who vote in favor of it.

§014:
Any player who promotes this game of Nomic with a link in their signature gets 5 points as long as the link remains in their sig.

§015:
When a winner is declared, he or she shall make a post in the Games section of the xkcd fora titled Nomic 16.1 declaring the start of a new Nomic with an inital set of rules. These rules should be simple and suitable for the beginning of a Nomic, but shall otherwise be chosen at the winner's sole discresion. A winner shall be declared either by a motion to that effect, or according to a rule stating a victory condition.

§016:
The Winner shall have previously attained the rank of Grand High Poobah of the Nomic (GHPotN)
At some point while holding this status, another player will garner enough points to be considered GHPotN; at this time, the player can officially challenge the GHPotN by stating, "I challenge your status as GHPotN and request a vote to determine the true holder of the rank."
A vote shall take place among the GHPotN, the challenger, and any Poobahs Emeriti (see below); when 24 hours have passed or 2/3 of players have voted, whichever comes later, the tally shall be counted.
If the current holder of the GHPotN title has won the tally, that player becomes The Winner.
If the challenger wins the tally, that player becomes GHPotN until such time as that player is challenged as set forth here; in that case, the previous GHPotN becomes Poobah Emeritus.
Any and all Poobahs Emeritus are included in each Challenger's Vote and can re-attain status of GHPotN if they win the tally.
Poobahs Emeriti can re-challenge the current GHPotN when they have gained 5 points from the time of being made Poobah Emeritus.
Only if the current holder of the GHPotN title can become the Winner, if and only if they win the tally.

I cast my vote in favor of Monty's motion to recognize the tallest hat because why not. It's a silly, meaningless title, but it doesn't do any harm (especially because I don't think anyone will ever get it)

And then... the point system. I do agree that we need something to do with the points, although I don't agree with all the things that you'd be able to spend points on with the proposed system (especially being able to buy Grand High Poobah Status is dodgy). Oh well, I suppose we can just amend it eventually.

These rules should be simple and suitable for the beginning of a Nomic, but shall otherwise be chosen at the winner's sole discresion. Good day. I think that I will fit right in with people who respect the Church-Turing thesis.

I pick the nickname Spikey.

I request clarification on rule §004. Specifically, the last sentence "If the motion passes, someone should amend the ruleset as soon as possible." In these modern times for Nomic 16.0, does this translate to someone doing a State of the Nomic address?

I cast my vote in favour of Snarky's motion to establish a points system. I too think that this is not necessarily the exact point system we want, but it gives us a starting point - and in politics it is all about compromise!

If the challenger wins the tally, that player becomes GHPotN until such time as that player is challenged as set forth here; in that case, the previous GHPotN becomes Poobah Emeritus.
Any and all Poobahs Emeritus are included in each Challenger's Vote and can re-attain status of GHPotN if they win the tally.
Poobahs Emeriti can re-challenge the current GHPotN when they have gained 5 points from the time of being made Poobah Emeritus.
Only if the current holder of the GHPotN title can become the Winner, if and only if they win the tally.

x - Charity. Give x amount of points to a player. Example: Alice pays 30 points to add 30 points to Bob (note that this is already part of the rules)

Charity: Give 15 of my points to Alice

Snark, which motion was that? Sorry if I've missed something, but I can't see which one you are talking about. The points system one I only see two votes for.

Which leads me on to:
I make a motion to create a rule stating that when you cast your vote for or against a motion, you must also include a summary of the status of the motion in the form "(Now X for, Y against)".

An example: "I cast my vote in favour of Snark's motion for extreme bribery. (Now 2 for, 2 against)"

For the purposes of voting, this motion shall be referred to as Spikey's motion to reduce voting confusion.

As arbiter, I declare that "someone should amend the ruleset as soon as possible" in §004 is indeed ambiguous, and that it shall be changed to "The next person to make a State of the Nomic post has to include any changes to the rules in their post." for clarification. Rule §004 now reads as follows:

I cast my vote against Spikey's motion to reduce voting confusion. It's a good principle, and it's fairly helpful. But I personally am going to be discouraged to cast votes if I have to add all that stuff to the end of it. Call me lazy, but that's how I cast my vote.

Well, then we'll just have to add the option casting neutral votes. The point was to ensure the motion don't get ignored. If people state that they have no decision on a matter, that is better than being ignored.

I'm afraid I agree with JesseScottOwen. This way life is more relaxed. I feel that my motion to add vote counting doesn't add a lot of work to voting, but having to state an opinion on all open motions does.

By the way (and I realise this may reduce the number of people who want to vote for my motion), even if my motion doesn't get passed we can still do it optionally when you can be bothered (as I just did!).

§012:
It is not allowed to include the number of the rule you think a motion will get if it passes in the motion. The rulenumber will be given naturally at the time of approval of the motion; the new rule will get the lowest natural number not currently used by any other rule.

§013:
Motions shall not directly reward everyone who votes in favor of it, anyone who votes in favor of it, or only those who vote in favor of it.

§014:
Any player who promotes this game of Nomic with a link in their signature gets 5 points as long as the link remains in their sig.

§015:
When a winner is declared, he or she shall make a post in the Games section of the xkcd fora titled Nomic 16.1 declaring the start of a new Nomic with an inital set of rules. These rules should be simple and suitable for the beginning of a Nomic, but shall otherwise be chosen at the winner's sole discresion. A winner shall be declared either by a motion to that effect, or according to a rule stating a victory condition.

Poobahs Emeriti can re-challenge the current GHPotN when they have gained 5 points from the time of being made Poobah Emeritus.
Only if the current holder of the GHPotN title can become the Winner, if and only if they win the tally.

§017:
Players can make bets and wagers within the game, wagering points earned in the game.

Any agreement to transfer points amongst players must be made by posting in this thread and only by posting in this thread.

25 - Remove a player's Grand HIgh Poobah of the Nomic status
20 - Double Down perk - every motion of yours that passes/fails is worth double the normal amount (which is currently +2/-1). No single player may have two or more copies of the Double Down perk at once. They may buy it, somehow lose it, and repurchase it.
20 - Remove a player's Double Down perk
3x - Greed. Remove x amount of a player's points. Example: Alice pays 30 points to destroy/remove (NOT steal) 10 of Bob's points
x - Charity. Give x amount of points to a player. Example: Alice pays 30 points to add 30 points to Bob (note that this is already part of the rules)
Points are used with these types of commands:
Buy: Double Down perk for 20 points
Charity: Give 15 of my points to Alice
Greed: Pay 45 points to remove 15 of Alice's points

I request clarification on rule §010 and §016. It would seem that there are two definitions for how to become Winner of the Nomic. Will either of these ways work? Or are they contradictory and will you remove one of the definitions/rules?

Each wager may only be accepted by one person. If either player's points fall below the amount of the wager, the wager is cancelled, and the player who had insufficient points is penalized 3 points. Any outstanding wagers (in progress or not yet accepted) should be recorded after the player list in the subsequent State of the Nomic.

For the purposes of voting, this motion will be referred to as Snark's motion to establish rules for gambling.

As arbiter, I rule that either way to become the Winner is legit. §016 shall be amended by adding the following: "However, a player may also gain the status of the Winner by any other method to do so described in the rules."
The next person to make a State of the Nomic post has to include this update to rule §016 in their post.

I cast my vote against Snark's motion to establish rules for gambling, stands 0 for, 1 against. the reason being that the portion "<positive integer value> point(s) that <some event> will happen" does not include a deadline, as if the event does not have a deadline, and if I were to try to bet that the sky will turn purple, I can never pay by not including a deadline.

I make a motion to double all current point awards, excepting the points awarded for having the link in your signiture. For example having a motion passed will result in 4 points as opposed to 2. The purpose is to allow smaller point gain in what would be heretofore un-created mini-games essentially.

For the purposes of voting, this motion will be referred to as Monty's motion to allow more trivial point gain.

As arbiter, I offer the following clarification: the rule for the Grand High Poobah of the Nomic was not lost between the two posts you mentioned, it was simply moved. The reason for this was motion #013, which specifically asked to change §008. Thus, the rule for the Grand High Poobah of the Nomic could no longer be §008, and was moved to after the numbered rules, under a section called titles. It was then lost between here and here (which I did not notice until I checked due to your request for clarification).

If at any point there are three votes from three different players against a motion, the motion fails. If the motion passes, the next person to make a State of the Nomic post has to include any changes to the rules in their post.

§005:
At any time each player can only have one active motion. Before a player can make a new motion, his/her last motion must have been either accepted, refused or retracted.

§006:
Any player may at any point retract their active motion.

§007:
All players must pick a nickname. They are not allowed to vote or make motions until such time as they have chosen one. Nicknames cannot be more than six letters long. A nickname is officially chosen by writing "I pick the nickname [nickname]". Other players may cast votes against nicknames if they deem them inappropriate. Should a nickname receive three votes against, the player has to pick a new nickname.

§008:
One player will have the position of arbiter. Any other player may request clarification on any of the rules by posting "I request clarification on rule [rule number]...", followed by a brief description of the ambiguity. The arbiter will have the ability to amend the rule set to remove the ambiguity. The decisions of the arbiter may be overturned only by passing a motion to amend the rule set.
In the event that this motion passes an arbiter will be selected by the following procedure: any player may nominate any other player (including himself or herself) for the position by posting "I nominate [nickname] for the position of arbiter." Any player aside from the nominator may second the nomination by posting "I second the nomination of [nickname] for the position of arbiter". Once a player has been nominated and seconded by two different players, he or she must accept the positon by posting "I accept the position or arbiter". The first player to do so becomes the arbiter.

§009:
After a new rule is passed, it must remain in effect for at least three days.

§010: Each player may gain or lose points in the following manner. Players start with zero points. If a person gets their motion passed, they get 2 points. If it fails, they lose 1 point. If you break a rule, you lose 1 point. Players may give their points, or any integer subset of their points, to another player. Negative points revert to zero. Players may not give more points than they currently have.
Points may be used to buy the following:
250 - Winner of the Nomic status (can't be bought except by a current Grand High Poobah of the Nomic)
35 - Grand HIgh Poobah of the Nomic status (available for only 1 player at a time meaning you can't buy it while someone else has it)
25 - Remove a player's Grand HIgh Poobah of the Nomic status
20 - Double Down perk - every motion of yours that passes/fails is worth double the normal amount (which is currently +2/-1). No single player may have two or more copies of the Double Down perk at once. They may buy it, somehow lose it, and repurchase it.
20 - Remove a player's Double Down perk
3x - Greed. Remove x amount of a player's points. Example: Alice pays 30 points to destroy/remove (NOT steal) 10 of Bob's points
x - Charity. Give x amount of points to a player. Example: Alice pays 30 points to add 30 points to Bob (note that this is already part of the rules)
Points are used with these types of commands:
Buy: Double Down perk for 20 points
Charity: Give 15 of my points to Alice
Greed: Pay 45 points to remove 15 of Alice's points


§011:
A State of the Nomic post has the following properties

- It begins with the phrase: The State of the Nomic:
- It contains the following information, wrapped in spoiler tags:
-- The rule set at the time of posting
-- A list of the current players with one or more points, along with their scores
-- A list of the active motions and a summary of the votes for and against

Any player who makes a State of the Nomic post will be awarded one point if a) the information is accurate or later edited for accuracy and b) at least one motion has passed, failed or been withdrawn since the last State of the Nomic post.

§012:
It is not allowed to include the number of the rule you think a motion will get if it passes in the motion. The rulenumber will be given naturally at the time of approval of the motion; the new rule will get the lowest natural number not currently used by any other rule.

§013:
Motions shall not directly reward everyone who votes in favor of it, anyone who votes in favor of it, or only those who vote in favor of it.

§014:
Any player who promotes this game of Nomic with a link in their signature gets 5 points as long as the link remains in their sig.

§015:
When a winner is declared, he or she shall make a post in the Games section of the xkcd fora titled Nomic 16.1 declaring the start of a new Nomic with an inital set of rules. These rules should be simple and suitable for the beginning of a Nomic, but shall otherwise be chosen at the winner's sole discresion. A winner shall be declared either by a motion to that effect, or according to a rule stating a victory condition.

§016:
The Winner shall have previously attained the rank of Grand High Poobah of the Nomic (GHPotN)
At some point while holding this status, another player will garner enough points to be considered GHPotN; at this time, the player can officially challenge the GHPotN by stating, "I challenge your status as GHPotN and request a vote to determine the true holder of the rank."
A vote shall take place among the GHPotN, the challenger, and any Poobahs Emeriti (see below); when 24 hours have passed or 2/3 of players have voted, whichever comes later, the tally shall be counted.
If the current holder of the GHPotN title has won the tally, that player becomes The Winner.
If the challenger wins the tally, that player becomes GHPotN until such time as that player is challenged as set forth here; in that case, the previous GHPotN becomes Poobah Emeritus.
Any and all Poobahs Emeritus are included in each Challenger's Vote and can re-attain status of GHPotN if they win the tally.
Poobahs Emeriti can re-challenge the current GHPotN when they have gained 5 points from the time of being made Poobah Emeritus.
Only if the current holder of the GHPotN title can become the Winner, if and only if they win the tally. However, a player may also gain the status of the Winner by any other method to do so described in the rules.

§017:
Players can make bets and wagers within the game, wagering points earned in the game.

§018:
Any agreement to transfer points amongst players must be made by posting in this thread and only by posting in this thread.

§019:
When you cast your vote for or against a motion, you must also include a summary of the status of the motion in the form "(Now X for, Y against)".
An example: "I cast my vote in favour of Snark's motion for extreme bribery. (Now 2 for, 2 against)"

§020:
The person holding the title of Grand High Poobah of the Nomic has:
1) The ability to veto the last motion that has been passed.

The wording of Fiery's motion to encourage voting is "In order to make a motion, a player has to have voted on all active motions at that time." In the new rule §030, we can now abstain from motions explicitly. However, in that rule, "abstaining" is not defined to be the same as "voting" - so if Fiery's motion went through you would have to explicitly vote in favour or against each motion if you wanted to make a new motion. In other words, abstention doesn't help this problem.

Fiery, may I suggest that you amend your motion so that it reads something like: "In order to make a motion, a player has to have voted on or abstained from each active motion at that time."

Also, I make a motion to reward Fiery for his tireless work in the service of the great nation of Nomic, writing so many of State of the Nomic posts which take quite a bit of work to put together correctly. If this motion passes each player at the time the motion is passed who has a positive number of points will give Fiery 1 point. To simplify administration, these points will be transferred immediately upon the motion being passed (so that everyone doesn't have to explicitly say "I give...") to appear in the next State of the Nomic (probably written by Fiery!).

For the purposes of voting, this motion shall be called Story Weaver's motion to reward dedication to the realm.

It seems to me that Fiery is already being rewarded with a point for each writing of a State of the Nomic post.

Now, I propose the following rule change:
I make a motion to amend rule 4 to allow for the following: Voting for a motion shall remain open for at least 48 hours. After 48 hours a motion passes if there are at least three votes in favor and there are more votes in favor than against. A motion fails if there are at least three votes against and there are more votes against than in favor. If there is a tie with at least three votes in favor and three votes against then the motion will be decided by the next vote. Otherwise, voting will remain open until there are three votes in favor or three votes against.

For the purposes of voting, this motion will be referred to as Carey's motion to give everyone a chance to vote.

I cast my vote in favour of Snark's motion to establish improved rules for gambling. Now 2 for, 0 againts.

I abstain from voting on Story Weaver's motion to reward dedication to the realm.

I cast my vote in favour of Monty's motion to allow more trivial point gain. Now 2 for, 0 against.

I cast my vote in favour of Monty's motion to allow more trivial point gain. Now 3 for, 0 against. The motion passes! Monty is awarded 2 or 4 points based on if this rule is in effect before he is awarded the points or after.

There was no motion here, ignore the reply from story weaver below and the fact that I edited this post
