Absolutely, to the first. What you're looking for (and they key phrase you'll want to look for) is "DVD authoring software". I'm not sure what is around for freeware to do the job these days - the OEM versions of Nero that used to come with pretty much every optical drive ever sold used to include a tool for it, I'm not sure if it still does (or if they still bundle it?), or what else it out there.
To the second, you should be able to, but it will depend a little on the software you find. If all else fails, you should be able to recode the videos and add hard-subs (ie, part of the video proper, and not a separate data stream) - I'm pretty sure MediaCoder can do this, probably lots of other programs as well. The downside of going that route is that you can't disable them, but it sounds like that might not be much of an issue.
