No player shall vote for his own motion, and no player may vote for or against a motion more than once (though they may change their vote).
A player may also abstain from a vote by saying "I abstain from voting on [motion-maker]'s motion to [motion summary]."
The player who makes the deciding vote on a motion must after his/her vote write "Motion [passed/denied or appropriate synonym]. If at any point there are three votes from three different players in favor of a motion, the motion passes and is acted upon. If at any point there are three votes from three different players against a motion, the motion fails. If the motion passes, the next person to make a State of the Nomic post has to include any changes to the rules in their post.

At any time each player can only have one active motion. Before a player can make a new motion, his/her last motion must have been either accepted, refused or retracted.

Any player may at any point retract their active motion.
§007:
All players must pick a nickname. They are not allowed to vote or make motions until such time as they have chosen one. Nicknames cannot be more than six letters long. A nickname is officially chosen by writing "I pick the nickname [nickname]". Other players may cast votes against nicknames if they deem them inappropriate. Should a nickname receive three votes against, the player has to pick a new nickname.
§008:
One player will have the position of arbiter. Any other player may request clarification on any of the rules by posting "I request clarification on rule [rule number]...", followed by a brief description of the ambiguity. The arbiter will have the ability to amend the rule set to remove the ambiguity. The decisions of the arbiter may be overturned only by passing a motion to amend the rule set.
In the event that this motion passes an arbiter will be selected by the following procedure: any player may nominate any other player (including himself or herself) for the position by posting "I nominate [nickname] for the position of arbiter." Any player aside from the nominator may second the nomination by posting "I second the nomination of [nickname] for the position of arbiter". Once a player has been nominated and seconded by two different players, he or she must accept the positon by posting "I accept the position or arbiter". The first player to do so becomes the arbiter.
The arbiter may also be called upon to resolve disagreements regarding the outcome of wagers. If the arbiter himself is involved in the wager in question, the arbiter shall appoint a neutral party, a temporary assistant arbiter, to decide the outcome of the wager in which the arbiter is involved.
The arbiter may also force two parties to duel in cases where the two parties disagree, and the arbiter does not wish to decide the fate of the matter for them. The winner of the duel gets to decide the matter, whatever the matter may be.
§009:
After a new rule is passed, it must remain in effect for at least three days. If a rule is by any means set to be removed within this period, it will stay active until the end of the three days and only then be removed.
§010: Each player may gain or lose points in the following manner. Players start with zero points. If a person gets their motion passed, they get 4 points. If it fails, they lose 2 points. If you break a rule, you lose 2 points, unless you broke a rule due to an error made in a State of the Nomic Post. Players may give their points, or any integer subset of their points, to another player. Negative points revert to zero. Players may not give more points than they currently have.
Points may be used to buy the following:
250 - Winner of the Nomic status (can't be bought except by a current Grand High Poobah of the Nomic)
40 - Remove a player's Double Down perk
35 - Grand HIgh Poobah of the Nomic status (available for only 1 player at a time meaning you can't buy it while someone else has it)
25 - Remove a player's Grand HIgh Poobah of the Nomic status
20 - Double Down perk - every motion of yours that passes/fails is worth double the normal amount (which is currently +4/-2). No single player may have two or more copies of the Double Down perk at once. They may buy it, somehow lose it, and repurchase it.
3x - Greed. Remove x amount of a player's points. Example: Alice pays 30 points to destroy/remove (NOT steal) 10 of Bob's points
x - Charity. Give x amount of points to a player. Example: Alice pays 30 points to add 30 points to Bob (note that this is already part of the rules)
2^n - Investments. The n-th investment a player buys costs 2^n points (so the first investment for each player costs 2, then doubles for each new one). At the start of each page in this thread, each player shall receive 2 points for each investment he/she owns.
Points are used with these types of commands:

Charity: Give 15 of my points to Alice

A State of the Nomic post has the following properties

It is not allowed to include the number of the rule you think a motion will get if it passes in the motion. The rulenumber will be given naturally at the time of approval of the motion; the new rule will get the lowest natural number not currently used by any other rule.

Motions shall not directly reward everyone who votes in favor of it, anyone who votes in favor of it, or only those who vote in favor of it.

Any player who promotes this game of Nomic with a link in their signature gets 5 points as long as the link remains in their sig.

When a winner is declared, he or she shall make a post in the Games section of the xkcd fora titled Nomic 16.1 declaring the start of a new Nomic with an inital set of rules. These rules should be simple and suitable for the beginning of a Nomic, but shall otherwise be chosen at the winner's sole discresion. A winner shall be declared either by a motion to that effect, or according to a rule stating a victory condition.

Players can make bets and wagers within the game, wagering points earned in the game. A player does this by writing "I wager <positive integer value> point(s) that <some event> will happen by <certain time>. This wager's name will be <player's nickname> Wager #<current wager number>" in bold. Another play may accept the bet by writing "I accept <nickname>'s Wager #<wager number>" in bold. Each wager may be accepted by a maximum of one person. If either player's points fall below the amount of the wager, the wager is cancelled, and the player who had insufficient points is penalized 6 points. - Anyone may challenge another person to a duel by saying "I challenge [name] to a duel by [method]" where "name" is the username or nick name of the person challenged, and "method" is one of the prescribed methods of duelling (see below).
- If you have challenged X to a duel, and they have not responded, you can retract your challenge by saying "I retract my challenge to X".
- If you have been challenged to a duel by X you can respond to the challenge. Either you can refuse the duel by saying "I refuse X's challenge", or you can accept by saying "I accept X's challenge and request Y to be judge", where "Y" is the username or nick name of a proposed judge.
- After a duel has been accepted matters proceed informally until a judge chosen by the person challenged has agreed to act as judge.
- Once a duel has been accepted, and a judge selected, the duel may proceed according to the method in the original challenge.
- When the duel has been resolved the winner of the duel gains 3 points, and the loser loses 2 point. The judge must declare this by saying "X has won a duel against Y. X gains 2 points, Y loses 1 point"
- There are multiple rounds in this method.
- In each round the participants choose either "Strike", "Parry", or "Feint" and send their decision via PM to the judge
- The winner of the round is the participant whose action beats their opponents. Strike beats Feint, Feint beats Parry, Parry beats Strike. If both particpants choose the same action then the round is a draw.
- After the judge has received each participant's action, the judge must post the result like this: "[challenger][strikes/parries/feints], [challengee][strikes/parries/feints]. [challenger/challengee] scores a hit! OR Neither scores a hit."
- Once one participant has won two rounds, the duel is resolved, and they are the winner
- The duel starts when the judge says so in a post. This post is counted as post 0 for the duel.
- For the next five posts (posts 1 through 5), nothing duel related happens. (this symbolizes taking five steps away from each other before shooting) The participants may still post during this period, and their posts count as steps, but it doesn't affect the outcome of the duel.
- After these five posts, the first of the participants to make a post wins.
- For the entire duration of the duel (from post 0 to the winning post) both participants are forbidden from double posting. This takes precedence over all other rules that might allow double posting. If a participant double posts during this time, he/she is immediately disqualified, and looses the duel.

- If you have challenged X to a duel, and they have not responded, you can retract your challenge by saying "I retract my challenge to X".
- If you have been challenged to a duel by X you can respond to the challenge. Either you can refuse the duel by saying "I refuse X's challenge", or you can accept by saying "I accept X's challenge and request Y to be judge", where "Y" is the username or nick name of a proposed judge.

- For the next five posts (posts 1 through 5), nothing duel related happens. (this symbolizes taking five steps away from each other before shooting) The participants may still post during this period, but it doesn't affect the outcome of the duel.
- After these five posts, the first of the participants to make a post wins.
- For the entire duration of the duel (from post 0 to the winning post) both participants are forbidden from double posting. This takes precedence over all other rules that might allow double posting. If a participant double posts during this time, he/she is immediately disqualified, and looses the duel.

A person who is a Gamemaster may decide any disputes regarding games (currently Chess, Wagers and Duels. This list is to be updated if new games are added to the game.) Furthermore, only a Gamemaster may judge a duel. More than one person may have the title of Gamemaster. A Gamemaster is chosen in the following manner:
Any player may nominate any other player (including himself or herself) for the title by posting "I nominate [nickname] for the title of Gamemaster." Any player aside from the nominator may second the nomination by posting "I second the nomination of [nickname] for the title of Gamemaster". Once a player has been nominated and seconded by two different players, he or she must accept the title by posting "I accept the title or Gamemaster".

Motion to introduce a new dueling method, which shall be added to rule §023 if this motion is accepted.
Duelling method: Drinks at Dusk.
1. The duel starts when the judge says that he/she sets out two drinks. One of them is poisoned. Only the judge knows which one is poisoned and which one isn't.
2. The first of the participants to post must chose drink 1 or drink 2. The other participant takes the remaining drink.
3. The judge reveals which drink was poisoned. The participant who drank the poisoned drink loses the duel.
