Maybe we should use the wiki to post the list of all motions?

I make a motion to introduce a new dueling method, Midnight Thread Necromancy.
After the post by the judge that starts the duel, every post by one of the participants scores square minutes equal to the square of the number of minutes since the previous post to this thread. The duel is won by the first participant to reach 3600 square minutes. For purposes of voting, this motion shall be referred to as Carey's motion to introduce Thread Necromancy.

The problem with d4 is that is would allow them to take e4 with their horse. And that can lead to a whole lot of trouble, as far as I can see. I suggest Ng5, but I'm not really very good at chess either, so there may be something important I have missed.

I cast my vote against Carey's motion to introduce Thread Necromancy. (now 1 for, 1 against) because I don't want Nomic to be filled with a bunch of useless posts.

I make a motion to introduce a new dueling method, which shall be added to the dueling rule if this motion is accepted.
Dueling method: Mousetrap at Sunset
  1. The duel starts when the judge says so in a post and will last 24 hours from the time of that post.
  2. In the opening post, the judge will provide links to two Wikipedia articles, which he will title A1 and A2.
  3. Duelers will then post link paths from A1 to A2 with the goal of minimizing the number of links it takes to travel from A1 to A2, while staying within Wikipedia and clicking only on links within the article (not Random Article, Featured Content, or the like).
  4. Duelers may post as many different link paths as they like.
  5. Any edited posts of the duelers will be entirely disregarded for the purposes of the duel.
  6. Players who are not dueling (including the judge) who try to help the duelers in any way will incur a penalty of 5 points.
  7. Players are not allowed to edit Wikipedia articles in ways that would help themselves or hurt their opponent. Any violations of this rule will result in a 10 point deduction, loss of the duel, and permanent loss of honor (and failure to regain honor).
  8. After 24 hours from the time of the judge's duel-starting post, no more submissions are accepted from the duelers.
  9. After the 24 hour submission period is over, the judge verifies the solutions and declares a winner. The winner is the dueler who has posted the shortest link path. In case of a tie, the dueler who posted their solution first wins.

For the purposes of voting, this motion shall be referred to as Snarky's motion to add an epic dueling method involving Wikipedia.

Snarky, please penalize Fiery four points for breaking rule §005 and remove his motion from the state of the Nomic.

§001:
Any player may set forth a motion to take some official action. Official actions include, but are not limited to, amendment of or additions of rules.

§002:
All official motions must be in bold and italics and begin with "I make a motion to..." Additionally, official motions must end with "For the purposes of voting, this motion shall be referred to as [username]'s motion to...", followed by a summary of the motion's actions, with "[username]" replaced by the motion-maker's username. For example, one could say "I make a motion to promote ahammel to the cerimonial position of Grand High Poobah of the Nomic. For the purposes of voting, this motion shall be referred to as ahammel's motion to grant himself a meaningless title."

§003:
To vote in favor of or against a motion, one must declare one's vote by saying "I cast my vote [in favor of/against] [motion-maker]'s motion to [motion summary]." For example, one could say "I cast my vote in favor of ahammel's motion to grant himself a meaningless title.". No player shall vote for his own motion, and no player may vote for or against a motion more than once (though they may change their vote).

A player may also abstain from a vote by saying "I abstain from voting on [motion-maker]'s motion to [motion summary]."

The player who makes the deciding vote on a motion must after his/her vote write "Motion [passed/denied or appropriate synonym]. [Player name/nickname] [awarded/penalized or appropriate synonym] [# of points] points." where the number of points is as specified in the rules. For example, one could write "I cast my vote in favor of Alex's motion to grant himself a meaningless title. Motion passed. Alex awarded 4 points."

§004:
If at any point there are three votes from three different players in favor of a motion, the motion passes and is acted upon. If at any point there are three votes from three different players against a motion, the motion fails. If the motion passes, the next person to make a State of the Nomic post has to include any changes to the rules in their post.

§005:
At any time each player can only have one active motion. Before a player can make a new motion, his/her last motion must have been either accepted, refused or retracted.

§006:
Any player may at any point retract their active motion.

§007:
All players must pick a nickname. They are not allowed to vote or make motions until such time as they have chosen one. Nicknames cannot be more than six letters long. A nickname is officially chosen by writing "I pick the nickname [nickname]". Other players may cast votes against nicknames if they deem them inappropriate. Should a nickname receive three votes against, the player has to pick a new nickname.

§008:
One player will have the position of arbiter. Any other player may request clarification on any of the rules by posting "I request clarification on rule [rule number]...", followed by a brief description of the ambiguity. The arbiter will have the ability to amend the rule set to remove the ambiguity. The decisions of the arbiter may be overturned only by passing a motion to amend the rule set.
In the event that this motion passes an arbiter will be selected by the following procedure: any player may nominate any other player (including himself or herself) for the position by posting "I nominate [nickname] for the position of arbiter." Any player aside from the nominator may second the nomination by posting "I second the nomination of [nickname] for the position of arbiter". Once a player has been nominated and seconded by two different players, he or she must accept the positon by posting "I accept the position or arbiter". The first player to do so becomes the arbiter.
The arbiter may also be called upon to resolve disagreements regarding the outcome of wagers. If the arbiter himself is involved in the wager in question, the arbiter shall appoint a neutral party, a temporary assistant arbiter, to decide the outcome of the wager in which the arbiter is involved.
The arbiter may also force two parties to duel in cases where the two parties disagree, and the arbiter does not wish to decide the fate of the matter for them. The winner of the duel gets to decide the matter, whatever the matter may be.

§009:
After a new rule is passed, it must remain in effect for at least three days. If a rule is by any means set to be removed within this period, it will stay active until the end of the three days and only then be removed.

§010:
Each player may gain or lose points in the following manner. Players start with zero points. If a person gets their motion passed, they get 4 points. If it fails, they lose 2 points. If you break a rule, you lose 2 points, unless you broke a rule due to an error made in a State of the Nomic Post. Players may give their points, or any integer subset of their points, to another player. Negative points revert to zero. Players may not give more points than they currently have.
Points may be used to buy the following:
250 - Winner of the Nomic status (can't be bought except by a current Grand High Poobah of the Nomic)
40 - Remove a player's Double Down perk
35 - Grand HIgh Poobah of the Nomic status (available for only 1 player at a time meaning you can't buy it while someone else has it)
25 - Remove a player's Grand HIgh Poobah of the Nomic status
20 - Double Down perk - every motion of yours that passes/fails is worth double the normal amount (which is currently +4/-2). No single player may have two or more copies of the Double Down perk at once. They may buy it, somehow lose it, and repurchase it.
3x - Greed. Remove x amount of a player's points. Example: Alice pays 30 points to destroy/remove (NOT steal) 10 of Bob's points
x - Charity. Give x amount of points to a player. Example: Alice pays 30 points to add 30 points to Bob (note that this is already part of the rules)
2^n - Investments. The n-th investment a player buys costs 2^n points (so the first investment for each player costs 2, then doubles for each new one). At the start of each page in this thread, each player shall receive 2 points for each investment he/she owns.
Points are used with these types of commands:
Buy: Double Down perk for 20 points
Charity: Give 15 of my points to Alice
Greed: Pay 45 points to remove 15 of Alice's points


§011:
A State of the Nomic post has the following properties

- It begins with the phrase: The State of the Nomic:
- It contains the following information, wrapped in spoiler tags:
-- The rule set at the time of posting
-- A list of the current players with one or more points, along with their scores and investments. Players names shall be removed from the State of the Nomic after they haven't posted for 3 weeks in a row.
-- A list of the active motions and a summary of the votes for and against

Any player who makes a State of the Nomic post will be awarded 2 points if a) the information is accurate or later edited for accuracy and b) at least one motion has passed, failed, been withdrawn, or been amended since the last State of the Nomic post. It is forbidden to vote on a motion, making it pass or fail, then post a state of the nomic, then double posting to pass or fail another motion and state of the nomic in an attempt to maximize the number of points they can get from it.

§012:
It is not allowed to include the number of the rule you think a motion will get if it passes in the motion. The rulenumber will be given naturally at the time of approval of the motion; the new rule will get the lowest natural number not currently used by any other rule.

§013:
Motions shall not directly reward everyone who votes in favor of it, anyone who votes in favor of it, or only those who vote in favor of it.

§014:
Any player who promotes this game of Nomic with a link in their signature gets 5 points as long as the link remains in their sig.

§015:
When a winner is declared, he or she shall make a post in the Games section of the xkcd fora titled Nomic 16.1 declaring the start of a new Nomic with an inital set of rules. These rules should be simple and suitable for the beginning of a Nomic, but shall otherwise be chosen at the winner's sole discresion. A winner shall be declared either by a motion to that effect, or according to a rule stating a victory condition.

§016:
Players can make bets and wagers within the game, wagering points earned in the game. A player does this by writing "I wager <positive integer value> point(s) that <some event> will happen by <certain time>. This wager's name will be <player's nickname> Wager #<current wager number>" in bold. Another play may accept the bet by writing "I accept <nickname>'s Wager #<wager number>" in bold. Each wager may be accepted by a maximum of one person. If either player's points fall below the amount of the wager, the wager is cancelled, and the player who had insufficient points is penalized 6 points. Any outstanding wagers (in progress or not yet accepted) should be recorded after the player list in the subsequent State of the Nomic. A player may withdrawal a wager at any time if it has not yet been accepted. A player may not have more than 1 wager active at any given time. Disagreements over the rightful winner of a wager will be settled by the arbiter.

§017:
Any agreement to transfer points amongst players must be made by posting in this thread and only by posting in this thread.

§018:
When you cast your vote for or against a motion, you must also include a summary of the status of the motion in the form "(Now X for, Y against)".
An example: "I cast my vote in favour of Snark's motion for extreme bribery. (Now 2 for, 2 against)"

§019:
The person holding the title of Grand High Poobah of the Nomic has:
1) The ability to veto the last motion that has been passed. This ability takes preference to rules concerning the minimum amount of time a motion must remain active. This ability may be used only once per day (a day being defined as being from midnight to midnight, GMT).
2) The privilege to doublepost in this thread.
3) Permission to have two active motions at once.
4) Permission to have two active wagers at once.
5) The right to brag about this title.
*Note that in order for someone to hold this title, there must first be a rule stating that it is given to someone.

§020:
Editing posts is disallowed in this forum except 1) When a correction needs to be made to a State of the Nomic or 2) One is adding to their post without changing anything already written (one would not be allowed to add the running count after one of their votes) AND a new State of the Nomic has not been written since the time of that post, or 3) The post in question is the last post.

§021:
Once a motion is made and before it is accepted, it may be amended. Amendments of purely grammatical nature do not affect votes; amendments that alter the content of a motion render all votes for the motion void. To amend a motion, one has to write "I amend my [motion name] in the following way: [Description of changes] The complete revised motion is now as follows: [Complete amended motion]"
An example:
I amend my motion to encourage voting in the following way: Instead of "voted on" it shall now say "voted on or abstained from". The complete revised motion is now as follows:
Motion to include the following rule in the rules: In order to make a motion, a player has to have voted on or abstained from all active motions at that time.


§022:
Once per day (a day being defined at midnight to midnight, GMT) a player may attempt to guess the name of the next poster. They cannot guess that they themselves will be the next poster. if they are correct, they are awarded one point.

§023:
Rules on dueling:
  1. Anyone may challenge another person to a duel by saying "I challenge [name] to a duel by [method]" where "name" is the username or nick name of the person challenged, and "method" is one of the prescribed methods of duelling (see below).
  2. If you have challenged X to a duel, and they have not responded, you can retract your challenge by saying "I retract my challenge to X".
  3. If you have been challenged to a duel by X you can respond to the challenge. Either you can refuse the duel by saying "I refuse X's challenge", or you can accept by saying "I accept X's challenge and request Y to be judge", where "Y" is the username or nick name of a proposed judge.
  4. After a duel has been accepted matters proceed informally until a judge chosen by the person challenged has agreed to act as judge.
  5. Once a duel has been accepted, and a judge selected, the duel may proceed according to the method in the original challenge.
  6. When the duel has been resolved the winner of the duel gains 3 points, and the loser loses 2 point. The judge must declare this by saying "X has won a duel against Y. X gains 3 points, Y loses 2 point"
  7. If any player takes more than 48 hours between turns, they forfeit the duel.
  8. If a judge is taking too long, the players may request a new judge.
  9. If a player with honor takes more than 48 hours to accept a duel challenge, the player is assumed to have refused to duel.
Dueling method: Sabres at dawn.
  1. There are multiple rounds in this method.
  2. In each round the participants choose either "Strike", "Parry", or "Feint" and send their decision via PM to the judge
  3. The winner of the round is the participant whose action beats their opponents. Strike beats Feint, Feint beats Parry, Parry beats Strike. If both particpants choose the same action then the round is a draw.
  4. After the judge has received each participant's action, the judge must post the result like this: "[challenger][strikes/parries/feints], [challengee][strikes/parries/feints]. [challenger/challengee] scores a hit! OR Neither scores a hit."
  5. Once one participant has won two rounds, the duel is resolved, and they are the winner
Dueling method: Pistols at High Noon.
  1. The duel starts when the judge says so in a post. This post is counted as post 0 for the duel.
  2. For the next five posts (posts 1 through 5), nothing duel related happens. (this symbolizes taking five steps away from each other before shooting) The participants may still post during this period, and their posts count as steps, but it doesn't affect the outcome of the duel.
  3. After these five posts, the first of the participants to make a post wins.
  4. For the entire duration of the duel (from post 0 to the winning post) both participants are forbidden from double posting. This takes precedence over all other rules that might allow double posting. If a participant double posts during this time, he/she is immediately disqualified, and looses the duel.

§024:
Players may play chess in the following manner. Any player may join the game as part of Team Black or Team White at any time by posting in bold italics "I join team [Black / White]." Once a member of one team, a player may not switch teams. A player can make a move for their team by posting to the forum in bold italics using standard chess move notation. No player can post two consecutive moves for their team. A player is awarded 1 point for capturing a pawn, 3 for capturing a bishop or knight, 5 for a rook, and 8 for a queen. The player who makes the winning checkmate move is awarded 15 points and every other winning team member is awarded 10 points.

§025:
Player's may use the status of "honor" in the following manner. A player may say "I have honor." in order to get honor. The State of the Nomic Post shall have an account of which people have honor. People with honor shall receive 5 points at the start of each page in this thread, but all penalties they get are to be doubled. People with honor also shall be penalized 3 points for refusing any duel (note that this penalty will also be doubled). A player may lose his honor by writing "I no longer have honor.", in which event he/she will immediately be penalized 5 points (not doubled).

§026:
In order to make any action defined in the rules other than voting or abstaining from voting (including, but not limited to, making, amending, or withdrawing a motion, making a State of the Nomic post, making or accepting a wager, participating in a duel, making a chess move, spending points, declaring honor, guessing the next poster, or asking for clarification) a player must first vote on or abstain from voting on every active motion.

    Rules on duelling:
  1. Anyone may challenge another person to a duel by saying "I challenge [name] to a duel by [method]" where "name" is the username or nick name of the person challenged, and "method" is one of the prescribed methods of duelling (see below).
  2. If you have challenged X to a duel, and they have not responded, you can retract your challenge by saying "I retract my challenge to X".
  3. If you have been challenged to a duel by X you can respond to the challenge. Either you can refuse the duel by saying "I refuse X's challenge", or you can accept by saying "I accept X's challenge and request Y to be judge", where "Y" is the username or nick name of a proposed judge.

  7. Players who attempt to start a duel when they are already in one, or who attempt to challenge someone who is already dueling will lose 2 points
Duelling method: Sabres at dawn.
  1. There are multiple rounds in this method.
  2. In each round the participants choose either "Strike", "Parry", or "Feint" and send their decision via PM to the judge
  3. The winner of the round is the participant whose action beats their opponents. Strike beats Feint, Feint beats Parry, Parry beats Strike. If both particpants choose the same action then the round is a draw.
  4. After the judge has received each participant's action, the judge must post the result like this: "[challenger][strikes/parries/feints], [challengee][strikes/parries/feints]. [challenger/challengee] scores a hit! OR Neither scores a hit."
  5. Once one participant has won two rounds, the duel is resolved, and they are the winner

  2. For the next five posts (posts 1 through 5), nothing duel related happens. (this symbolizes taking five steps away from each other before shooting) The participants may still post during this period, but it doesn't affect the outcome of the duel.
  3. After these five posts, the first of the participants to make a post wins.
  4. For the entire duration of the duel (from post 0 to the winning post) both participants are forbidden from double posting. Motion #65 Fiery's motion to add another title to the game
Motion to introduce the title of Gamemaster.
A person who is a Gamemaster may decide any disputes regarding games (currently Chess, Wagers and Duels. This list is to be updated if new games are added to the game.) Furthermore, only a Gamemaster may judge a duel. More than one person may have the title of Gamemaster. A Gamemaster is chosen in the following manner:
Any player may nominate any other player (including himself or herself) for the title by posting "I nominate [nickname] for the title of Gamemaster." Any player aside from the nominator may second the nomination by posting "I second the nomination of [nickname] for the title of Gamemaster". Once a player has been nominated and seconded by two different players, he or she must accept the title by posting "I accept the title or Gamemaster".

Motion #66 Odin's motion to introduce Drinks at Dusk
Motion to introduce a new dueling method, which shall be added to rule §023 if this motion is accepted.
Duelling method: Drinks at Dusk.
1. The duel starts when the judge says that he/she sets out two drinks. The challenger poisons one of them, and messages the judge.
2. The other participant choses drink 1 or drink 2.
3. The judge reveals which drink was poisoned. If the participant drank the poisoned drink, he/she loses, otherwise he/she wins the duel.
4. No player is immune to poison.

Motion #67 Snarky's motion to prevent duel spamming
Motion to prevent anyone from fighting in more than 1 duel at a time. Players who attempt to start a duel when they are already in one, or who attempt to challenge someone who is already dueling will lose 2 points

Motion #68 Spikey's motion to give everyone a chance to duel
Motion to add the following new rule:
Rules for duelling tournaments.
  1. A tournament may only be proposed by way of a motion. This motion must at a minimum set out who the Tournament Organizer is and what duelling method will be used in the tournament.
  2. Once a tournament motion has been passed, 8 competitors must register their interest. The three who voted for the motion are already assumed to have done this. The others must do so by saying "[name] wants to compete in the tournament". If there are not 8 interested competitors after 72 hours of the motion being passed, the Organizer must make a sad face, and explain the state of affairs in haiku form.
  3. Once 8 competitors have registered their interest, the tournament begins. The Organizer receives 1 point.
  4. The Organizer must publish a list of randomized pairings for the first round, and a randomly assigned judge for each (judges will be drawn from the competitors only). Each of these pairs must duel by the chosen method, and the judge must judge. Duels are assumed to automatically have been challenged and accepted.
  5. Play proceeds by knockout, and after all the duels in a round have been fought, the Organizer posts a new randomized list of pairings for the next round made up of the winners of the previous round.
  6. The normal rules for point gain and loss for duels do not apply. Instead, a victory in Round 1 wins 2 points, in Round 2, 3 points, and in Round 3 (the final round) 5 points. No points are lost for losing a duel.
  7. The motion that proposed the tournament may define additional prizes.
  8. There cannot be two tournaments simultaneously.

and to propose a tournament, entitled "Challenge of the Desert Blade", with myself as the Organizer, and with Sabres at Dawn as the chosen method. The winner of this tournament acquires the title of Blademaster.

Motion #69 Snarky's motion to establish time limits.
Motion to impose a maximum time period for any responses or turns during dueling. If any player takes more than 48 hours between turns, they forfeit the duel. If a judge is taking too long, the players may request a new judge. If a player with honor takes more than 48 hours to accept a duel challenge, the player is assumed to have refused to duel.

Motion passed, §023 amended accordingly

Motion #70 Fiery's motion to honor titles
Motion to introduce honorable titles, by adding the following to rule §025:
Titles may also be honorable. Honorable titles may only be taken by people who have honor. If a person looses his/her honor, he/she also looses all honorable titles. If a new title is introduced by a motion, it has to be specified whether the title is honorable or not.

and to make the titles of Arbiter and Grand High Poobah of the Nomic honorable.

Motion #71 Carey's motion to introduce Thread Necromancy
Motion to introduce a new dueling method, Midnight Thread Necromancy.
After the post by the judge that starts the duel, every post by one of the participants scores square minutes equal to the square of the number of minutes since the previous post to this thread. The duel is won by the first participant to reach 3600 square minutes.

Motion #72 Snarky's motion to add an epic dueling method involving Wikipedia
Motion to introduce a new dueling method, which shall be added to the dueling rule if this motion is accepted.
Dueling method: Mousetrap at Sunset
  1. The duel starts when the judge says so in a post and will last 24 hours from the time of that post.
  2. In the opening post, the judge will provide links to two Wikipedia articles, which he will title A1 and A2.
  3. Duelers will then post link paths from A1 to A2 with the goal of minimizing the number of links it takes to travel from A1 to A2, while staying within Wikipedia and clicking only on links within the article (not Random Article, Featured Content, or the like).
  4. Duelers may post as many different link paths as they like.
  5. Any edited posts of the duelers will be entirely disregarded for the purposes of the duel.
  6. Players who are not dueling (including the judge) who try to help the duelers in any way will incur a penalty of 5 points.
  7. Players are not allowed to edit Wikipedia articles in ways that would help themselves or hurt their opponent. Any violations of this rule will result in a 10 point deduction, loss of the duel, and permanent loss of honor (and failure to regain honor).
  8. After 24 hours from the time of the judge's duel-starting post, no more submissions are accepted from the duelers.
  9. After the 24 hour submission period is over, the judge verifies the solutions and declares a winner. The winner is the dueler who has posted the shortest link path. In case of a tie, the dueler who posted their solution first wins.

You must say "I pick the nickname [nickname]" in order to have a nickname. This makes everything else you did invalid.

When you redo your votes, be sure to include an updated summary with the correct number of for's and against's.

Quick note: I think I should have received 4 points from my investments at the beginning of this page. That wasn't reflected in the State of the Nomic.

Also, I would say that we have about 8 players who are still posting (out of a total of 13 listed in the last State of the Nomic), if not all of them several times a day, so I think a tournament would work.

Will vote on motions when I have more time...

I request clarification on rule 23, Rules of Dueling, rule 6. "Winner gets 3, loser loses 2, this has to be announced by saying he gains 2 loses 1. Wut.

§003:
To vote in favor of or against a motion, one must declare one's vote by saying "I cast my vote [in favor of/against] [motion-maker]'s motion to [motion summary]." For example, one could say "I cast my vote in favor of ahammel's motion to grant himself a meaningless title.". No player shall vote for his own motion, and no player may vote for or against a motion more than once (though they may change their vote).

A player may also abstain from a vote by saying "I abstain from voting on [motion-maker]'s motion to [motion summary]."

The player who makes the deciding vote on a motion must after his/her vote write "Motion [passed/denied or appropriate synonym]. [Player name/nickname] [awarded/penalized or appropriate synonym] [# of points] points." where the number of points is as specified in the rules. For example, one could write "I cast my vote in favor of Alex's motion to grant himself a meaningless title. Motion passed. Alex awarded 4 points."

§004:
If at any point there are three votes from three different players in favor of a motion, the motion passes and is acted upon. If at any point there are three votes from three different players against a motion, the motion fails. If the motion passes, the next person to make a State of the Nomic post has to include any changes to the rules in their post.

§005:
At any time each player can only have one active motion. Before a player can make a new motion, his/her last motion must have been either accepted, refused or retracted.

§006:
Any player may at any point retract their active motion.

§007:
All players must pick a nickname. They are not allowed to vote or make motions until such time as they have chosen one. Nicknames cannot be more than six letters long. A nickname is officially chosen by writing "I pick the nickname [nickname]". Other players may cast votes against nicknames if they deem them inappropriate. Should a nickname receive three votes against, the player has to pick a new nickname.

§008:
One player will have the position of arbiter. Any other player may request clarification on any of the rules by posting "I request clarification on rule [rule number]...", followed by a brief description of the ambiguity. The arbiter will have the ability to amend the rule set to remove the ambiguity. The decisions of the arbiter may be overturned only by passing a motion to amend the rule set.
In the event that this motion passes an arbiter will be selected by the following procedure: any player may nominate any other player (including himself or herself) for the position by posting "I nominate [nickname] for the position of arbiter." Any player aside from the nominator may second the nomination by posting "I second the nomination of [nickname] for the position of arbiter". Once a player has been nominated and seconded by two different players, he or she must accept the positon by posting "I accept the position or arbiter". The first player to do so becomes the arbiter.
The arbiter may also be called upon to resolve disagreements regarding the outcome of wagers. If the arbiter himself is involved in the wager in question, the arbiter shall appoint a neutral party, a temporary assistant arbiter, to decide the outcome of the wager in which the arbiter is involved.
The arbiter may also force two parties to duel in cases where the two parties disagree, and the arbiter does not wish to decide the fate of the matter for them. The winner of the duel gets to decide the matter, whatever the matter may be.

§009:
After a new rule is passed, it must remain in effect for at least three days. If a rule is by any means set to be removed within this period, it will stay active until the end of the three days and only then be removed.

§010:
Each player may gain or lose points in the following manner. Players start with zero points. If a person gets their motion passed, they get 4 points. If it fails, they lose 2 points. If you break a rule, you lose 2 points, unless you broke a rule due to an error made in a State of the Nomic Post. Players may give their points, or any integer subset of their points, to another player. Negative points revert to zero. Players may not give more points than they currently have.
Points may be used to buy the following:
250 - Winner of the Nomic status (can't be bought except by a current Grand High Poobah of the Nomic)
40 - Remove a player's Double Down perk
35 - Grand HIgh Poobah of the Nomic status (available for only 1 player at a time meaning you can't buy it while someone else has it)
25 - Remove a player's Grand HIgh Poobah of the Nomic status
20 - Double Down perk - every motion of yours that passes/fails is worth double the normal amount (which is currently +4/-2). No single player may have two or more copies of the Double Down perk at once. They may buy it, somehow lose it, and repurchase it.
3x - Greed. Remove x amount of a player's points. Example: Alice pays 30 points to destroy/remove (NOT steal) 10 of Bob's points
x - Charity. Give x amount of points to a player. Example: Alice pays 30 points to add 30 points to Bob (note that this is already part of the rules)
2^n - Investments. The n-th investment a player buys costs 2^n points (so the first investment for each player costs 2, then doubles for each new one). At the start of each page in this thread, each player shall receive 2 points for each investment he/she owns.
Points are used with these types of commands:
Buy: Double Down perk for 20 points
Charity: Give 15 of my points to Alice
Greed: Pay 45 points to remove 15 of Alice's points


§011:
A State of the Nomic post has the following properties

- It begins with the phrase: The State of the Nomic:
- It contains the following information, wrapped in spoiler tags:
-- The rule set at the time of posting
-- A list of the current players with one or more points, along with their scores and investments. Players names shall be removed from the State of the Nomic after they haven't posted for 3 weeks in a row.
-- A list of the active motions and a summary of the votes for and against

Any player who makes a State of the Nomic post will be awarded 2 points if a) the information is accurate or later edited for accuracy and b) at least one motion has passed, failed, been withdrawn, or been amended since the last State of the Nomic post. It is forbidden to vote on a motion, making it pass or fail, then post a state of the nomic, then double posting to pass or fail another motion and state of the nomic in an attempt to maximize the number of points they can get from it.

§012:
It is not allowed to include the number of the rule you think a motion will get if it passes in the motion. The rulenumber will be given naturally at the time of approval of the motion; the new rule will get the lowest natural number not currently used by any other rule.

§013:
Motions shall not directly reward everyone who votes in favor of it, anyone who votes in favor of it, or only those who vote in favor of it.

§014:
Any player who promotes this game of Nomic with a link in their signature gets 5 points as long as the link remains in their sig.

§015:
When a winner is declared, he or she shall make a post in the Games section of the xkcd fora titled Nomic 16.1 declaring the start of a new Nomic with an inital set of rules. These rules should be simple and suitable for the beginning of a Nomic, but shall otherwise be chosen at the winner's sole discresion. A winner shall be declared either by a motion to that effect, or according to a rule stating a victory condition.

§016:
Players can make bets and wagers within the game, wagering points earned in the game. A player does this by writing "I wager <positive integer value> point(s) that <some event> will happen by <certain time>. This wager's name will be <player's nickname> Wager #<current wager number>" in bold. Another play may accept the bet by writing "I accept <nickname>'s Wager #<wager number>" in bold. Each wager may be accepted by a maximum of one person. If either player's points fall below the amount of the wager, the wager is cancelled, and the player who had insufficient points is penalized 6 points. Any outstanding wagers (in progress or not yet accepted) should be recorded after the player list in the subsequent State of the Nomic. A player may withdrawal a wager at any time if it has not yet been accepted. A player may not have more than 1 wager active at any given time. Disagreements over the rightful winner of a wager will be settled by the arbiter.

§017:
Any agreement to transfer points amongst players must be made by posting in this thread and only by posting in this thread.

§018:
When you cast your vote for or against a motion, you must also include a summary of the status of the motion in the form "(Now X for, Y against)".
An example: "I cast my vote in favour of Snark's motion for extreme bribery. (Now 2 for, 2 against)"

§019:
The person holding the title of Grand High Poobah of the Nomic has:
1) The ability to veto the last motion that has been passed. This ability takes preference to rules concerning the minimum amount of time a motion must remain active. This ability may be used only once per day (a day being defined as being from midnight to midnight, GMT).
2) The privilege to doublepost in this thread.
3) Permission to have two active motions at once.
4) Permission to have two active wagers at once.
5) The right to brag about this title.
*Note that in order for someone to hold this title, there must first be a rule stating that it is given to someone.

§020:
Editing posts is disallowed in this forum except 1) When a correction needs to be made to a State of the Nomic or 2) One is adding to their post without changing anything already written (one would not be allowed to add the running count after one of their votes) AND a new State of the Nomic has not been written since the time of that post, or 3) The post in question is the last post.

§021:
Once a motion is made and before it is accepted, it may be amended. Amendments of purely grammatical nature do not affect votes; amendments that alter the content of a motion render all votes for the motion void. To amend a motion, one has to write "I amend my [motion name] in the following way: [Description of changes] The complete revised motion is now as follows: [Complete amended motion]"

Once per day (a day being defined at midnight to midnight, GMT) a player may attempt to guess the name of the next poster. They cannot guess that they themselves will be the next poster. if they are correct, they are awarded one point.

§023:
Rules on dueling:
  1. Anyone may challenge another person to a duel by saying "I challenge [name] to a duel by [method]" where "name" is the username or nick name of the person challenged, and "method" is one of the prescribed methods of duelling (see below).
  2. If you have challenged X to a duel, and they have not responded, you can retract your challenge by saying "I retract my challenge to X".
  3. If you have been challenged to a duel by X you can respond to the challenge. Either you can refuse the duel by saying "I refuse X's challenge", or you can accept by saying "I accept X's challenge and request Y to be judge", where "Y" is the username or nick name of a proposed judge.
  4. After a duel has been accepted matters proceed informally until a judge chosen by the person challenged has agreed to act as judge.
  5. Once a duel has been accepted, and a judge selected, the duel may proceed according to the method in the original challenge.
  6. When the duel has been resolved the winner of the duel gains 3 points, and the loser loses 2 point. The judge must declare this by saying "X has won a duel against Y. X gains 3 points, Y loses 2 point"
  7. If any player takes more than 48 hours between turns, they forfeit the duel.
  8. If a judge is taking too long, the players may request a new judge.
  9. If a player with honor takes more than 48 hours to accept a duel challenge, the player is assumed to have refused to duel.
Dueling method: Sabres at dawn.
  1. There are multiple rounds in this method.
  2. In each round the participants choose either "Strike", "Parry", or "Feint" and send their decision via PM to the judge
  3. The winner of the round is the participant whose action beats their opponents. Strike beats Feint, Feint beats Parry, Parry beats Strike. If both particpants choose the same action then the round is a draw.
  4. After the judge has received each participant's action, the judge must post the result like this: "[challenger][strikes/parries/feints], [challengee][strikes/parries/feints]. [challenger/challengee] scores a hit! OR Neither scores a hit."
  5. Once one participant has won two rounds, the duel is resolved, and they are the winner
Dueling method: Pistols at High Noon.
  1. The duel starts when the judge says so in a post. This post is counted as post 0 for the duel.
  2. For the next five posts (posts 1 through 5), nothing duel related happens. (this symbolizes taking five steps away from each other before shooting) The participants may still post during this period, and their posts count as steps, but it doesn't affect the outcome of the duel.
  3. After these five posts, the first of the participants to make a post wins.
  4. For the entire duration of the duel (from post 0 to the winning post) both participants are forbidden from double posting. This takes precedence over all other rules that might allow double posting. If a participant double posts during this time, he/she is immediately disqualified, and looses the duel.
Dueling method: Mousetrap at Sunset
  1. The duel starts when the judge says so in a post and will last 24 hours from the time of that post.
  2. In the opening post, the judge will provide links to two Wikipedia articles, which he will title A1 and A2.
  3. Duelers will then post link paths from A1 to A2 with the goal of minimizing the number of links it takes to travel from A1 to A2, while staying within Wikipedia and clicking only on links within the article (not Random Article, Featured Content, or the like).
  4. Duelers may post as many different link paths as they like.
  5. Any edited posts of the duelers will be entirely disregarded for the purposes of the duel.
  6. Players who are not dueling (including the judge) who try to help the duelers in any way will incur a penalty of 5 points.
  7. Players are not allowed to edit Wikipedia articles in ways that would help themselves or hurt their opponent. Any violations of this rule will result in a 10 point deduction, loss of the duel, and permanent loss of honor (and failure to regain honor).
  8. After 24 hours from the time of the judge's duel-starting post, no more submissions are accepted from the duelers.
  9. After the 24 hour submission period is over, the judge verifies the solutions and declares a winner. The winner is the dueler who has posted the shortest link path. In case of a tie, the dueler who posted their solution first wins.
Duelling method: Drinks at Dusk.
  1. The duel starts when the judge says that he/she sets out two drinks. The challenger poisons one of them, and messages the judge.
  2. The other participant choses drink 1 or drink 2.
  3. The judge reveals which drink was poisoned. If the participant drank the poisoned drink, he/she loses, otherwise he/she wins the duel.
  4. No player is immune to poison.

§024:
Players may play chess in the following manner. Any player may join the game as part of Team Black or Team White at any time by posting in bold italics "I join team [Black / White]." Once a member of one team, a player may not switch teams. A player can make a move for their team by posting to the forum in bold italics using standard chess move notation. No player can post two consecutive moves for their team. A player is awarded 1 point for capturing a pawn, 3 for capturing a bishop or knight, 5 for a rook, and 8 for a queen. The player who makes the winning checkmate move is awarded 15 points and every other winning team member is awarded 10 points.

§025:
Player's may use the status of "honor" in the following manner. A player may say "I have honor." in order to get honor. The State of the Nomic Post shall have an account of which people have honor. People with honor shall receive 5 points at the start of each page in this thread, but all penalties they get are to be doubled. People with honor also shall be penalized 3 points for refusing any duel (note that this penalty will also be doubled). A player may lose his honor by writing "I no longer have honor.", in which event he/she will immediately be penalized 5 points (not doubled). Titles may also be honorable. Honorable titles may only be taken by people who have honor. If a person loses his/her honor, he/she also loses all honorable titles. If a new title is introduced by a motion, it has to be specified whether the title is honorable or not. Current honorable titles: Grand High Poobah of the Nomic, Arbiter

§026:
In order to make any action defined in the rules other than voting or abstaining from voting (including, but not limited to, making, amending, or withdrawing a motion, making a State of the Nomic post, making or accepting a wager, participating in a duel, making a chess move, spending points, declaring honor, guessing the next poster, or asking for clarification) a player must first vote on or abstain from voting on every active motion.

§027:
Rules for duelling tournaments.
  1. A tournament may only be proposed by way of a motion. This motion must at a minimum set out who the Tournament Organizer is and what duelling method will be used in the tournament.
  2. Once a tournament motion has been passed, 8 competitors must register their interest. The three who voted for the motion are already assumed to have done this. The others must do so by saying "[name] wants to compete in the tournament". If there are not 8 interested competitors after 72 hours of the motion being passed, the Organizer must make a sad face, and explain the state of affairs in haiku form.
  3. Once 8 competitors have registered their interest, the tournament begins. The Organizer receives 1 point.
  4. The Organizer must publish a list of randomized pairings for the first round, and a randomly assigned judge for each (judges will be drawn from the competitors only). Each of these pairs must duel by the chosen method, and the judge must judge. Duels are assumed to automatically have been challenged and accepted.
  5. Play proceeds by knockout, and after all the duels in a round have been fought, the Organizer posts a new randomized list of pairings for the next round made up of the winners of the previous round.
  6. The normal rules for point gain and loss for duels do not apply. Instead, a victory in Round 1 wins 2 points, in Round 2, 3 points, and in Round 3 (the final round) 5 points. No points are lost for losing a duel.
  7. The motion that proposed the tournament may define additional prizes.
  8. There cannot be two tournaments simultaneously.

The Winner shall have previously attained the rank of Grand High Poobah of the Nomic (GHPotN)
At some point while holding this status, another player will garner enough points to be considered GHPotN; at this time, the player can officially challenge the GHPotN by stating, "I challenge your status as GHPotN and request a vote to determine the true holder of the rank."
A vote shall take place among the GHPotN, the challenger, and any Poobahs Emeriti (see below); when 24 hours have passed or 2/3 of players have voted, whichever comes later, the tally shall be counted.
If the current holder of the GHPotN title has won the tally, that player becomes The Winner.
If the challenger wins the tally, that player becomes GHPotN until such time as that player is challenged as set forth here; in that case, the previous GHPotN becomes Poobah Emeritus.
Any and all Poobahs Emeritus are included in each Challenger's Vote and can re-attain status of GHPotN if they win the tally.
Poobahs Emeriti can re-challenge the current GHPotN when they have gained 5 points from the time of being made Poobah Emeritus.
Only if the current holder of the GHPotN title can become the Winner, if and only if they win the tally. However, a player may also gain the status of the Winner by any other method to do so described in the rules.

3) Permission to have two active motions at once.
4) Permission to have two active wagers at once.
5) The right to brag about this title.

At the start of each page in this thread, each player shall receive 2 points for each investment he/she owns.

    Rules on duelling:
  1. Anyone may challenge another person to a duel by saying "I challenge [name] to a duel by [method]" where "name" is the username or nick name of the person challenged, and "method" is one of the prescribed methods of duelling (see below).
  2. If you have challenged X to a duel, and they have not responded, you can retract your challenge by saying "I retract my challenge to X".
  3. If you have been challenged to a duel by X you can respond to the challenge. Either you can refuse the duel by saying "I refuse X's challenge", or you can accept by saying "I accept X's challenge and request Y to be judge", where "Y" is the username or nick name of a proposed judge.
  4. After a duel has been accepted matters proceed informally until a judge chosen by the person challenged has agreed to act as judge.
  5. Once a duel has been accepted, and a judge selected, the duel may proceed according to the method in the original challenge.
  6. When the duel has been resolved the winner of the duel gains 3 points, and the loser loses 2 point. The judge must declare this by saying "X has won a duel against Y. X gains 2 points, Y loses 1 point"
  7. Players who attempt to start a duel when they are already in one, or who attempt to challenge someone who is already dueling will lose 2 points
Duelling method: Sabres at dawn.
  1. There are multiple rounds in this method.
  2. In each round the participants choose either "Strike", "Parry", or "Feint" and send their decision via PM to the judge
  3. The winner of the round is the participant whose action beats their opponents. Strike beats Feint, Feint beats Parry, Parry beats Strike. If both particpants choose the same action then the round is a draw.
  4. After the judge has received each participant's action, the judge must post the result like this: "[challenger][strikes/parries/feints], [challengee][strikes/parries/feints]. [challenger/challengee] scores a hit! OR Neither scores a hit."
  5. Once one participant has won two rounds, the duel is resolved, and they are the winner

People with honor also shall be penalized 3 points for refusing any duel (note that this penalty will also be doubled). A player may loose his honor by writing "I no longer have honor.", in which event he/she will immediately be penalized 5 points (not doubled).

  2. For the next five posts (posts 1 through 5), nothing duel related happens. (this symbolizes taking five steps away from each other before shooting) The participants may still post during this period, but it doesn't affect the outcome of the duel.
  3. After these five posts, the first of the participants to make a post wins.
  4. For the entire duration of the duel (from post 0 to the winning post) both participants are forbidden from double posting. This takes precedence over all other rules that might allow double posting. If a participant double posts during this time, he/she is immediately disqualified, and looses the duel.

Motion to add the following new rule:
Rules for duelling tournaments.
  1. A tournament may only be proposed by way of a motion. This motion must at a minimum set out who the Tournament Organizer is and what duelling method will be used in the tournament.
  2. Once a tournament motion has been passed, 8 competitors must register their interest. The three who voted for the motion are already assumed to have done this. The others must do so by saying "[name] wants to compete in the tournament". If there are not 8 interested competitors after 72 hours of the motion being passed, the Organizer must make a sad face, and explain the state of affairs in haiku form.
  3. Once 8 competitors have registered their interest, the tournament begins. The Organizer receives 1 point.
  4. The Organizer must publish a list of randomized pairings for the first round, and a randomly assigned judge for each (judges will be drawn from the competitors only). Each of these pairs must duel by the chosen method, and the judge must judge. Duels are assumed to automatically have been challenged and accepted.
  5. Play proceeds by knockout, and after all the duels in a round have been fought, the Organizer posts a new randomized list of pairings for the next round made up of the winners of the previous round.
  6. The normal rules for point gain and loss for duels do not apply. Instead, a victory in Round 1 wins 2 points, in Round 2, 3 points, and in Round 3 (the final round) 5 points. No points are lost for losing a duel.
  7. The motion that proposed the tournament may define additional prizes.
  8. There cannot be two tournaments simultaneously.

and to propose a tournament, entitled "Challenge of the Desert Blade", with myself as the Organizer, and with Sabres at Dawn as the chosen method. The winner of this tournament acquires the title of Blademaster.

  2. In the opening post, the judge will provide links to two Wikipedia articles, which he will title A1 and A2.
  3. Duelers will then post link paths from A1 to A2 with the goal of minimizing the number of links it takes to travel from A1 to A2, while staying within Wikipedia and clicking only on links within the article (not Random Article, Featured Content, or the like).
  4. Duelers may post as many different link paths as they like.
  5. Any edited posts of the duelers will be entirely disregarded for the purposes of the duel.
  6. Players who are not dueling (including the judge) who try to help the duelers in any way will incur a penalty of 5 points.
  7. Players are not allowed to edit Wikipedia articles in ways that would help themselves or hurt their opponent. Any violations of this rule will result in a 10 point deduction, loss of the duel, and permanent loss of honor (and failure to regain honor).
  8. After 24 hours from the time of the judge's duel-starting post, no more submissions are accepted from the duelers.
  9. After the 24 hour submission period is over, the judge verifies the solutions and declares a winner. The winner is the dueler who has posted the shortest link path. In case of a tie, the dueler who posted their solution first wins.

The motion doesn't say it has to be perfect, just that you should try. There is a preview button.

I cast my vote against Snarky's motion to quicken Sabres at dawn and prevent an excessive number of PMs (Now 0 for, 1 against, 1 abstain).

The reason being that, despite what others have said, Sabres at Dawn (unlike Drinks at Dusk) isn't completely random. It is basically rock, paper, scissors, and as you may know, it's a game that may seem random, but actually has a lot of psychology and skill involved. I don't think all of it transfers over to the Internet, but it still helps.

However, I have a possible solution to your problem that I have been mulling over. I will make a motion tomorrow and also post the tournament listings tomorrow my time (GMT).

Spikey wants to compete in the tournament.

Thanks, Snarky. I'm going to wait until the next page, which should be in just a few minutes.

Odin, the rule says you have to vote first, so I think thats a penalty for not writing the votes first.

Snarky parries, Odin strikes, Snarky scores a hit!
