Oh, welcome chia! I invite you to join Team Black.

Welcome Chia!

I cast my vote in favour of Patzer's motion to reward the first poster on a new page. (Now 2 for, 0 against)

I cast my vote against Chia's motion to allow early starts for tournaments. (Now 0 for, 1 against). I don't think we need this, as we now have 7 / 8, and it's not clear how fair we could make things without the number of competitors being a power of 2.

Because my motion amendment ninja'd Chia's post, that vote count is wrong - it should be 1 for, 0 against - but I don't think Chia should be penalized.

Edit: @Carey: Are you talking to me or Chia? (you asked about ties, but I'm not sure what you are talking about)

carey, I had made another post further up this page before my restriction was lifted; that post is still waiting to be moderated.
I cast my vote in favour of Chia's motion to allow early starts for tournaments. EDIT: forgot to write Now 1 for, 1 against
@spikey Not just yet still getting used to the game but might join one in a few days...
Can someone please point me to the rule that tells me what investments are? I don't know what they are.

I disagree, Spikey. I should be penalized. I wasn't ninja'd at all, I just forgot that amendments reset the vote count.

@Patzer: No worries, just making sure you knew you were welcome. For investments, you want the rules on points, and what you can spend them on. That's Rule §010, which you can find on the (currently unofficial) wiki here.

I meant that you used the term rounds to describe each step in the tournament, and then here you are using the term rounds to describe how many hits are necessary to win.

Carey, it isn't that confusing, IMO. The rules for the Sabres at Dawn duel specify that the first person to score three hits wins. Spikey's motion aims to give players the option of electing for a lower victory threshold. That is, when challenging a player to a Sabres at Dawn duel, the challenger can specify that they want to play first to n hits, where n is either 2 or 1. If they aren't bothered, they can just challenge, and it defaults back to first to three hits. That's my reading anyway, is that your intention, Spikey?

I've always used the term rounds in the Sabres rules, this isn't a new thing. Possibly I should rename them, but that's separate from the issue here, right? The question is, would you like the option to have shorter Sabre duels.

I think I understand your comment from earlier about ties: You've misunderstood. The rounds rules don't say how many rounds there are, it says how many you have to win. So there are no ties.

Edit: @Chia, yes you're essentially right. :D The rules originally said to 2 points, not 3, and you always have to specify how many under the new rules, but that's not a big deal I think.

'Nother edit: The list of all motions is now on the wiki here. Note that it is only up to date to relative to the most recent State of the Nomic... it's taken me long enough to get it all wiki formatted as it is. If someone else could incorporate the more recent changes, I'd appreciate it.

On that page reward motion, that could cause problems because when a new person with 0 posts tries to join it changes the page break when that post is finally approved, as we have seen before. I made a SotN post that used to be the first post on a page and now it is not any more.
I abstain from voting on Patzer's motion to reward the first poster on a new page. (Now 2 for, 0 against, 1 abstain)
I cast my vote in favour of Chia's motion to allow early starts for tournaments. (now 2 for, 1 against)
I cast my vote in favour of Spikey's motion to introduce quicker sabre duels. (Now 2 for, 2 against).
I agree to judge Odin and Feiry's duel.
I accept Snarky's challenge to a duel by Mousetrap at Sunset and ask Feiry to be judge.

Current Rules
Spoiler:
§001:
Any player may set forth a motion to take some official action. Official actions include, but are not limited to, amendment of or additions of rules.

§002:
All official motions must be in bold and italics and begin with "I make a motion to..." Additionally, official motions must end with "For the purposes of voting, this motion shall be referred to as [username]'s motion to...", followed by a summary of the motion's actions, with "[username]" replaced by the motion-maker's username. For example, one could say "I make a motion to promote ahammel to the cerimonial position of Grand High Poobah of the Nomic. For the purposes of voting, this motion shall be referred to as ahammel's motion to grant himself a meaningless title."

§003:
To vote in favor of or against a motion, one must declare one's vote by saying "I cast my vote [in favor of/against] [motion-maker]'s motion to [motion summary]." For example, one could say "I cast my vote in favor of ahammel's motion to grant himself a meaningless title.". No player shall vote for his own motion, and no player may vote for or against a motion more than once (though they may change their vote).

A player may also abstain from a vote by saying "I abstain from voting on [motion-maker]'s motion to [motion summary]."

The player who makes the deciding vote on a motion must after his/her vote write "Motion [passed/denied or appropriate synonym]. [Player name/nickname] [awarded/penalized or appropriate synonym] [# of points] points." where the number of points is as specified in the rules. For example, one could write "I cast my vote in favor of Alex's motion to grant himself a meaningless title. Motion passed. Alex awarded 4 points."

§004:
If at any point there are three votes from three different players in favor of a motion, the motion passes and is acted upon. If at any point there are three votes from three different players against a motion, the motion fails. If the motion passes, the next person to make a State of the Nomic post has to include any changes to the rules in their post.

§005:
At any time each player can only have one active motion. Before a player can make a new motion, his/her last motion must have been either accepted, refused or retracted.

§006:
Any player may at any point retract their active motion.

§007:
All players must pick a nickname. They are not allowed to vote or make motions until such time as they have chosen one. Nicknames cannot be more than six letters long. A nickname is officially chosen by writing "I pick the nickname [nickname]". Other players may cast votes against nicknames if they deem them inappropriate. Should a nickname receive three votes against, the player has to pick a new nickname.

§008:
One player will have the position of arbiter. Any other player may request clarification on any of the rules by posting "I request clarification on rule [rule number]...", followed by a brief description of the ambiguity. The arbiter will have the ability to amend the rule set to remove the ambiguity. The decisions of the arbiter may be overturned only by passing a motion to amend the rule set.
In the event that this motion passes an arbiter will be selected by the following procedure: any player may nominate any other player (including himself or herself) for the position by posting "I nominate [nickname] for the position of arbiter." Any player aside from the nominator may second the nomination by posting "I second the nomination of [nickname] for the position of arbiter". Once a player has been nominated and seconded by two different players, he or she must accept the positon by posting "I accept the position or arbiter". The first player to do so becomes the arbiter.
The arbiter may also be called upon to resolve disagreements regarding the outcome of wagers. If the arbiter himself is involved in the wager in question, the arbiter shall appoint a neutral party, a temporary assistant arbiter, to decide the outcome of the wager in which the arbiter is involved.
The arbiter may also force two parties to duel in cases where the two parties disagree, and the arbiter does not wish to decide the fate of the matter for them. The winner of the duel gets to decide the matter, whatever the matter may be.

§009:
After a new rule is passed, it must remain in effect for at least three days. If a rule is by any means set to be removed within this period, it will stay active until the end of the three days and only then be removed.

§010:
Each player may gain or lose points in the following manner. Players start with zero points. If a person gets their motion passed, they get 4 points. If it fails, they lose 2 points. If you break a rule, you lose 2 points, unless you broke a rule due to an error made in a State of the Nomic Post. Players may give their points, or any integer subset of their points, to another player. Negative points revert to zero. Players may not give more points than they currently have.
New players of Nomic are awarded 5 points after their 3rd on-topic post; any player with >15 points may judge when 3 posts are made.
Points may be used to buy the following:
500 - Winner of the Nomic status (can't be bought except by a current Grand High Poobah of the Nomic)
40 - Remove a player's Double Down perk
35 - Grand HIgh Poobah of the Nomic status (available for only 1 player at a time meaning you can't buy it while someone else has it)
25 - Remove a player's Grand HIgh Poobah of the Nomic status
20 - Double Down perk - every motion of yours that passes/fails is worth double the normal amount (which is currently +4/-2). No single player may have two or more copies of the Double Down perk at once. They may buy it, somehow lose it, and repurchase it.
3x - Greed. Remove x amount of a player's points. Example: Alice pays 30 points to destroy/remove (NOT steal) 10 of Bob's points
x - Charity. Give x amount of points to a player. Example: Alice pays 30 points to add 30 points to Bob (note that this is already part of the rules)
2^n - Investments. The n-th investment a player buys costs 2^n points (so the first investment for each player costs 2, then doubles for each new one). At the start of each page in this thread, each player shall receive 2 points for each investment he/she owns.
Points are used with these types of commands:
Buy: Double Down perk for 20 points
Charity: Give 15 of my points to Alice
Greed: Pay 45 points to remove 15 of Alice's points

§011:
A State of the Nomic post has the following properties

- It begins with the phrase: The State of the Nomic:
- It contains the following information, wrapped in spoiler tags:
-- The rule set at the time of posting
-- A list of the current players with one or more points, along with their scores and investments. Players names shall be removed from the State of the Nomic after they haven't posted for 3 weeks in a row.
-- A list of the active motions and a summary of the votes for and against

Any player who makes a State of the Nomic post will be awarded 2 points if a) the information is accurate or later edited for accuracy and b) at least one motion has passed, failed, been withdrawn, or been amended since the last State of the Nomic post. It is forbidden to vote on a motion, making it pass or fail, then post a state of the nomic, then double posting to pass or fail another motion and state of the nomic in an attempt to maximize the number of points they can get from it.

§012:
It is not allowed to include the number of the rule you think a motion will get if it passes in the motion. The rulenumber will be given naturally at the time of approval of the motion; the new rule will get the lowest natural number not currently used by any other rule.

§013:
Motions shall not directly reward everyone who votes in favor of it, anyone who votes in favor of it, or only those who vote in favor of it. Motions shall not take away from or add to any player's points.

§014:
Any player who promotes this game of Nomic with a link in their signature gets 5 points as long as the link remains in their sig.

§015:
When a winner is declared, he or she shall make a post in the Games section of the xkcd fora titled Nomic 16.1 declaring the start of a new Nomic with an inital set of rules. These rules should be simple and suitable for the beginning of a Nomic, but shall otherwise be chosen at the winner's sole discresion. A winner shall be declared either by a motion to that effect, or according to a rule stating a victory condition.

§016:
Players can make bets and wagers within the game, wagering points earned in the game. A player does this by writing "I wager <positive integer value> point(s) that <some event> will happen by <certain time>. This wager's name will be <player's nickname> Wager #<current wager number>" in bold. Another play may accept the bet by writing "I accept <nickname>'s Wager #<wager number>" in bold. Each wager may be accepted by a maximum of one person. If either player's points fall below the amount of the wager, the wager is cancelled, and the player who had insufficient points is penalized 6 points. Any outstanding wagers (in progress or not yet accepted) should be recorded after the player list in the subsequent State of the Nomic. A player may withdrawal a wager at any time if it has not yet been accepted. A player may not have more than 1 wager active at any given time. Disagreements over the rightful winner of a wager will be settled by the arbiter.

§017:
Any agreement to transfer points amongst players must be made by posting in this thread and only by posting in this thread.

§018:
When you cast your vote for or against a motion, you must also include a summary of the status of the motion in the form "(Now X for, Y against)".
An example: "I cast my vote in favour of Snark's motion for extreme bribery. (Now 2 for, 2 against)"

§019:
The person holding the title of Grand High Poobah of the Nomic has:
1) The ability to veto the last motion that has been passed. This ability takes preference to rules concerning the minimum amount of time a motion must remain active. This ability may be used only once per day (a day being defined as being from midnight to midnight, GMT).
2) The privilege to doublepost in this thread.
3) Permission to have two active motions at once.
4) Permission to have two active wagers at once.
5) The right to brag about this title.
*Note that in order for someone to hold this title, there must first be a rule stating that it is given to someone.

§020:
Editing posts is disallowed in this forum except 1) When a correction needs to be made to a State of the Nomic or 2) One is adding to their post without changing anything already written (one would not be allowed to add the running count after one of their votes) AND a new State of the Nomic has not been written since the time of that post, or 3) The post in question is the last post.

§021:
Once a motion is made and before it is accepted, it may be amended. Amendments of purely grammatical nature do not affect votes; amendments that alter the content of a motion render all votes for the motion void. To amend a motion, one has to write "I amend my [motion name] in the following way: [Description of changes] The complete revised motion is now as follows: [Complete amended motion]"
An example:
I amend my motion to encourage voting in the following way: Instead of "voted on" it shall now say "voted on or abstained from". The complete revised motion is now as follows:
Motion to include the following rule in the rules: In order to make a motion, a player has to have voted on or abstained from all active motions at that time.

§022:
Once per day (a day being defined at midnight to midnight, GMT) a player may attempt to guess the name of the next poster. They cannot guess that they themselves will be the next poster. if they are correct, they are awarded one point.

§023:
Rules on dueling:
  1. Anyone may challenge another person to a duel by saying "I challenge [name] to a duel by [method]" where "name" is the username or nick name of the person challenged, and "method" is one of the prescribed methods of duelling (see below).
  2. If you have challenged X to a duel, and they have not responded, you can retract your challenge by saying "I retract my challenge to X".
  3. If you have been challenged to a duel by X you can respond to the challenge. Either you can refuse the duel by saying "I refuse X's challenge", or you can accept by saying "I accept X's challenge and request Y to be judge", where "Y" is the username or nick name of a proposed judge.
  4. After a duel has been accepted matters proceed informally until a judge chosen by the person challenged has agreed to act as judge.
  5. Once a duel has been accepted, and a judge selected, the duel may proceed according to the method in the original challenge.
  6. When the duel has been resolved the winner of the duel gains 3 points, and the loser loses 2 point. The judge must declare this by saying "X has won a duel against Y. X gains 3 points, Y loses 2 point"
  7. If any player takes more than 48 hours between turns, they forfeit the duel.
  8. If a judge is taking too long, the players may request a new judge.
  9. If a player with honor takes more than 48 hours to accept a duel challenge, the player is assumed to have refused to duel.
Dueling method: Sabres at dawn.
  1. There are multiple rounds in this method.
  2. In each round the participants choose either "Strike", "Parry", or "Feint" and send their decision via PM to the judge
  3. The winner of the round is the participant whose action beats their opponents. Strike beats Feint, Feint beats Parry, Parry beats Strike. If both particpants choose the same action then the round is a draw.
  4. After the judge has received each participant's action, the judge must post the result like this: "[challenger][strikes/parries/feints], [challengee][strikes/parries/feints]. [challenger/challengee] scores a hit! OR Neither scores a hit."
  5. Once one participant has won two rounds, the duel is resolved, and they are the winner
Dueling method: Pistols at High Noon.
  1. The duel starts when the judge says so in a post. This post is counted as post 0 for the duel.
  2. For the next five posts (posts 1 through 5), nothing duel related happens. (this symbolizes taking five steps away from each other before shooting) The participants may still post during this period, and their posts count as steps, but it doesn't affect the outcome of the duel.
  3. After these five posts, the first of the participants to make a post wins.
  4. For the entire duration of the duel (from post 0 to the winning post) both participants are forbidden from double posting. This takes precedence over all other rules that might allow double posting. If a participant double posts during this time, he/she is immediately disqualified, and looses the duel.
Dueling method: Mousetrap at Sunset
  1. The duel starts when the judge says so in a post and will last 24 hours from the time of that post.
  2. In the opening post, the judge will provide links to two Wikipedia articles, which he will title A1 and A2.
  3. Duelers will then post link paths from A1 to A2 with the goal of minimizing the number of links it takes to travel from A1 to A2, while staying within Wikipedia and clicking only on links within the article (not Random Article, Featured Content, or the like).
  4. Duelers may post as many different link paths as they like.
  5. Any edited posts of the duelers will be entirely disregarded for the purposes of the duel.
  6. Players who are not dueling (including the judge) who try to help the duelers in any way will incur a penalty of 5 points.
  7. Players are not allowed to edit Wikipedia articles in ways that would help themselves or hurt their opponent. Any violations of this rule will result in a 10 point deduction, loss of the duel, and permanent loss of honor (and failure to regain honor).
  8. After 24 hours from the time of the judge's duel-starting post, no more submissions are accepted from the duelers.
  9. After the 24 hour submission period is over, the judge verifies the solutions and declares a winner. The winner is the dueler who has posted the shortest link path. In case of a tie, the dueler who posted their solution first wins.
Duelling method: Drinks at Dusk.
  1. The duel starts when the judge says that he/she sets out two drinks. The challenger poisons one of them, and messages the judge.
  2. The other participant choses drink 1 or drink 2.
  3. The judge reveals which drink was poisoned. If the participant drank the poisoned drink, he/she loses, otherwise he/she wins the duel.
  4. No player is immune to poison.
Dueling Method: Midnight Thread Necromancy
  1. The judge begins the duel by writing in bold italics Let the duel begin!
  2. Every post made by a duel participant scores a number of minutes2 equal to the square of the number of minutes since the last post. (Note that using the square of the time ensures that post spamming is not an effective strategy)
  3. Any double post or pointless post by a participant results in disqualification, and the other participant is the winner.
  4. A pointless post is defined to be any post that does not make an action defined in the rules or contribute meaningfully to the thread conversation. (Yes, this is intentionally vague.)
  5. Post pointlessness is determined by the judge, whose decision is final.
  6. The first participant to score 3600 minutes2 is the winner

§024:
Players may play chess in the following manner. Any player may join the game as part of Team Black or Team White at any time by posting in bold italics "I join team [Black / White]." Once a member of one team, a player may not switch teams. A player can make a move for their team by posting to the forum in bold italics using standard chess move notation. No player can post two consecutive moves for their team. A player is awarded 1 point for capturing a pawn, 3 for capturing a bishop or knight, 5 for a rook, and 8 for a queen. The player who makes the winning checkmate move is awarded 15 points and every other winning team member is awarded 10 points.

§025:
Player's may use the status of "honor" in the following manner. A player may say "I have honor." in order to get honor. The State of the Nomic Post shall have an account of which people have honor. People with honor shall receive 5 points at the start of each page in this thread, but all penalties they get are to be doubled. People with honor also shall be penalized 3 points for refusing any duel (note that this penalty will also be doubled). A player may lose his honor by writing "I no longer have honor.", in which event he/she will immediately be penalized 5 points (not doubled). Titles may also be honorable. Honorable titles may only be taken by people who have honor. If a person loses his/her honor, he/she also loses all honorable titles. If a new title is introduced by a motion, it has to be specified whether the title is honorable or not. Current honorable titles: Grand High Poobah of the Nomic, Arbiter

§026:
In order to make any action defined in the rules other than voting or abstaining from voting (including, but not limited to, making, amending, or withdrawing a motion, making a State of the Nomic post, making or accepting a wager, participating in a duel, making a chess move, spending points, declaring honor, guessing the next poster, or asking for clarification) a player must first vote on or abstain from voting on every active motion.

§027:
Rules for duelling tournaments.
  1. A tournament may only be proposed by way of a motion. This motion must at a minimum set out who the Tournament Organizer is and what duelling method will be used in the tournament.
  2. Once a tournament motion has been passed, 8 competitors must register their interest. The three who voted for the motion are already assumed to have done this. The others must do so by saying "[name] wants to compete in the tournament". If there are not 8 interested competitors after 72 hours of the motion being passed, the Organizer must make a sad face, and explain the state of affairs in haiku form.
  3. Once 8 competitors have registered their interest, the tournament begins. The Organizer receives 1 point.
  4. The Organizer must publish a list of randomized pairings for the first round, and a randomly assigned judge for each (judges will be drawn from the competitors only). Each of these pairs must duel by the chosen method, and the judge must judge. Duels are assumed to automatically have been challenged and accepted.
  5. Play proceeds by knockout, and after all the duels in a round have been fought, the Organizer posts a new randomized list of pairings for the next round made up of the winners of the previous round.
  6. The normal rules for point gain and loss for duels do not apply. Instead, a victory in Round 1 wins 2 points, in Round 2, 3 points, and in Round 3 (the final round) 5 points. No points are lost for losing a duel.
  7. The motion that proposed the tournament may define additional prizes.
  8. There cannot be two tournaments simultaneously.

§028:
Players are not allowed to post excessive content-less posts for any reason. The arbiter will be the sole authority on whether a person has broken this rule. The consequence of breaking this rule will be a point penalty (of any prescribed amount of points) or ejection from the game, whichever seems more fitting in the eyes of the arbiter.

§029:
No player may double post except for the Grand High Poobah of the Nomic.

§030:
Rules on lotteries:
  1. There will be one lottery every day (a day being defined as midnight to midnight UTC).
  2. Players may pay 5 points for a lottery ticket, and pick a number between 0 and 99. Limit three tickets per player per day.
  3. No one is allowed to chose a number that has already been chosen that day.
  4. The next day, the winning number will be revealed. It will be the first two digits of the Number of the day. For example, if the number of the day is 5471-4288-9473-8600, the winning number will be 54.
  5. The player who chose the number closest to the winning number wins all the points spent on lottery tickets for that lottery. In the event of a tie, (For example, if numbers 52 and 56 were chosen) the points will be split between the two players.

Motion #41 Story Weaver's motion to reward dedication to the realm.
Motion to reward Fiery for his tireless work in the service of the great nation of Nomic, writing so many of State of the Nomic posts which take quite a bit of work to put together correctly. If this motion passes each player at the time the motion is passed who has a positive number of points will give Fiery 1 point. To simplify administration, these points will be transferred immediately upon the motion being passed (so that everyone doesn't have to explicitly say "I give...") to appear in the next State of the Nomic

Motion #42 Carey's motion to give everyone a chance to vote.
Motion to amend rule 4 to allow for the following: Voting for a motion shall remain open for at least 48 hours. After 48 hours a motion passes if there are at least three votes in favor and there are more votes in favor than against. A motion fails if there are at least three votes against and there are more votes against than in favor. If there is a tie with at least three votes in favor and three votes against then the motion will be decided by the next vote. Otherwise, voting will remain open until there are three votes in favor or three votes against.

Motion #45 Fiery's motion to allow motion amending
Motion to add the following rule:

Motion #47 Snarky's motion to remove an overcomplicated rule
Motion to remove §016 (quoted below) because it's so incredibly confusing and intricate, and we have another simpler method for determing the winner already in place.
The Winner shall have previously attained the rank of Grand High Poobah of the Nomic (GHPotN)
At some point while holding this status, another player will garner enough points to be considered GHPotN; at this time, the player can officially challenge the GHPotN by stating, "I challenge your status as GHPotN and request a vote to determine the true holder of the rank."
A vote shall take place among the GHPotN, the challenger, and any Poobahs Emeriti (see below); when 24 hours have passed or 2/3 of players have voted, whichever comes later, the tally shall be counted.
If the current holder of the GHPotN title has won the tally, that player becomes The Winner.
If the challenger wins the tally, that player becomes GHPotN until such time as that player is challenged as set forth here; in that case, the previous GHPotN becomes Poobah Emeritus.
Any and all Poobahs Emeritus are included in each Challenger's Vote and can re-attain status of GHPotN if they win the tally.
Poobahs Emeriti can re-challenge the current GHPotN when they have gained 5 points from the time of being made Poobah Emeritus.
Only if the current holder of the GHPotN title can become the Winner, if and only if they win the tally. However, a player may also gain the status of the Winner by any other method to do so described in the rules.

Motion #50 Snark's motion to prevent disputes regarding wagers.
Motion to add deciding wagers to the duties of the arbiter. I'd like to add the following sentence to the rule detailing the duties of the arbiter:
The arbiter may also be called upon to resolve disagreements regarding the outcome of wagers. If the arbiter himself is involved in the wager in question, the arbiter shall appoint a neutral party, a temporary assistant arbiter, to decide the outcome of the wager in which the arbiter is involved.
And add the following sentence to the rule detailing how wagers are made:
Disagreements over the rightful winner of a wager will be settled by the arbiter.

Motion #52 Snarky's motion to prevent the Poobah from being a juggernaut and vetoing a cheeseload of motions.

X gains 2 points, Y loses 1 point"
  7. Players who attempt to start a duel when they are already in one, or who attempt to challenge someone who is already dueling will lose 2 points
Duelling method: Sabres at dawn.

Motion #62 Fierys motion to introduce Pistols at High Noon
Motion to introduce a new dueling method, which shall be added to rule §023 if this motion is accepted.
Duelling method: Pistols at High Noon.
  1. The duel starts when the judge says so in a post. This post is counted as post 0 for the duel.
  2. For the next five posts (posts 1 through 5), nothing duel related happens. (this symbolizes taking five steps away from each other before shooting) The participants may still post during this period, but it doesn't affect the outcome of the duel.

Motion #72 Snarky's motion to add an epic dueling method involving Wikipedia
Motion to introduce a new dueling method, which shall be added to the dueling rule if this motion is accepted.

Motion #82 Odin's motion to have daily lotteries
Motion to introduce lotteries.

Motion passed and added to rules as §030

Motion #83 Spikey's motion to introduce quicker sabre duels.
Motion to amend rule §023, and specifically the section on sabres at dawn. I want to replace the first point in this section with the following:
There are N rounds in this method. The challenger must declare how many rounds there will be, using the following format: "...by Sabres at Dawn to N points". There is one exception to this format: To have a duel by Sabres at Dawn that is only to 1 point, the challenger must declare "...by Sabres at Dawn to first blood". No more 3 rounds is allowed.

Once one participant has won N rounds, the duel is resolved, and they are the winner

Motion #86 Chia's motion to allow early starts for tournaments
Motion to amend rule §027. I want to replace the second point in this section with the following:
Once a tournament motion has been passed, 8 competitors must register their interest. The three who voted for the motion are already assumed to have done this. The others must do so by saying "[name] wants to compete in the tournament". If there are not 8 interested competitors after 72 hours of the motion being passed, the Organizer must make a sad face, and explain the state of affairs in haiku form. Alternatively, the Organizer can declare an early start to the tournament, provided that the current amount of interested parties is an even number, or, in the case of an odd number, provided that an alternative, fair method of choosing who proceeds to the next round can be given. An early start to the tournament can only be declared within 72 hours of the motion being passed. An early start is to be declared by saying "I declare an early start to the tournament" in bold and italics. Additionally, the early start can only occur if all current interested parties post "I agree to allow an early start to the tournament." in bold and italics.

Quicker sabre duels. Got reset once amended. That's the one Chia was penalized for as well.

Added investments.

I cast my vote in favor of Spikey's motion to introduce quicker sabre duels. (now 2 for, 2 against)
I abstain from voting on Patzer's motion to reward the first poster on a new page. (now 1 for, 2 against, 2 abstain)
I cast my vote agaisnt Chia's motion to allow early starts for tournaments. (now 2 for, 3 against) Motion failed, Chia penalized 4 points.

Snark wrote:(penalized Carey 2 points for improper vote summary)

Carey has honor, which doubles penalties.

Snark wrote:I cast my vote against Chia's motion to allow early starts for tournaments (Now 2 for, against)

Penalizing 2 points for improper vote count here.

I make a motion to restructure the rules.
The rules shall be divided into the following sections:
Posts, Motions, Votes, Titles, Points, Games
each rule getting sorted into the section it fits in best with. The sections are to be numbered with natural numbers starting with 1, and rules to be numbered within the sections, again with natural numbers starting with 1. Rules are then to be referred to as Rule XX.YY, where XX is the section number and YY is the rulenumber with that section. In addition, the current rule §012 will be edited as follows: In stead of saying "the new rule will get the lowest natural number not currently used by any other rule", it shall say: "The new rule shall be sorted into an appropriate section, and get the lowest natural number not currently used by any other rule within that section. If there is no fitting section for this rule, a new section shall be made, and this section shall get the lowest natural number not currently used by any other section; the rule is then placed within this section and gets the number 1."
For the purposes of voting, this motion shall be referred to as Fierys motion to restructure the rules.

(awarded Fiery 2 points for State of the Nomic post.)
(charged Carey 32 points for investment)
(penalized Carey 2 points since he should have been penalized 4 and not 2)
(penalized Snarky 2 points for wrong vote summary)
(awarded Chia 1 point (see his last post for reason; it's 5 for honor minus penalty for something))
(penalized Chia 4 points for motion failing)
(returned Chia to 0 points)

X gains 2 points, Y loses 1 point"
  7. Players who attempt to start a duel when they are already in one, or who attempt to challenge someone who is already dueling will lose 2 points
Duelling method: Sabres at dawn.

Motion #72 Snarky's motion to add an epic dueling method involving Wikipedia
Motion to introduce a new dueling method, which shall be added to the dueling rule if this motion is accepted.

Players are forbidden from using the word *motion*. Instead, they shall use the word cheesecake. This includes the State of the Nomic Post. Any rules containing the word *motion* shall be changed accordingly. The only exception to this rule are instances within this rule where the word *motion* is written with stars on both sides. (this is necessary to tell people which word they aren't allowed to use.)

Votes: 0 for, 2 against (Odin, Carey)
Motion retracted

Motion #80 Fiery's motion to recognized that motions don't have names just for voting
Motion to amend rule §002 in the following way:
The part saying "For the purposes of voting" shall be removed.
Votes: 0 for, 3 against (Carey, Spikey, Snarky), 1 abstain (Odin)
Motion failed

Motion #81 Carey's motion to ban double posting.

Votes: 3 for (Odin, Fiery, Spikey), 0 against
Motion passed and added to rules as §029

Motion #82 Odin's motion to have daily lotteries
Motion to introduce lotteries.
Votes: 3 for (Carey, Fiery, Patzer), 2 against (Spikey, Snarky)
Motion passed and added to rules as §030

Motion #83 Spikey's motion to introduce quicker sabre duels.
Motion to amend rule §023, and specifically the section on sabres at dawn. I want to replace the first point in this section with the following:
There are N rounds in this method. The challenger must declare how many rounds there will be, using the following format: "...by Sabres at Dawn to N points". There is one exception to this format: To have a duel by Sabres at Dawn that is only to 1 point, the challenger must declare "...by Sabres at Dawn to first blood". No more 3 rounds is allowed.

and the last rule in the section with:
Once one participant has won N rounds, the duel is resolved, and they are the winner

Votes: 2 for (Carey, Fiery), 2 against (Chia, Snarky)

Motion #84 Snarky's motion to keep this awesome game going longer.
Motion to raise the price of Winner of the Nomic to 500 points.
Votes: 3 for (Spikey, Patzer, Chia), 0 against
Motion passed, §010 amended accordingly

Motion #85 Patzer's motion to reward the first poster on a new page.

Votes: 1 for (Spikey), 2 against (Chia, Snarky), 2 abstain (Carey, Fiery)

Votes: 2 for (Patzer, Carey), 2 against (Spikey, Snarky, Fiery)
Motion failed.

Motion #87 Fierys motion to restructure the rules
Motion to restructure the rules.

Fiery, Chia should have 5 points for his honor. That was left out last time.

Edit: so we are penalizing for spelling now? I have been letting a lot of favor/favour errors slide.

Huh. So, a few things have happened since my last post it seems.

Buy: Investment for 2 points.
Buy: Investment for 4 points.
Buy: Investment for 8 points.

I have honor. Or rather, "honour". Silly Americans...

I wish to join the tournament.

I join team Black.
9. 0-0
Board/

I cast my vote in favor of Fierys motion to restructure the rules (Now 1 for, 0 against)
I cast my vote against Spikey's notion to introduce quicker Sabre duels (Now 1 for, 3 against). Motion fails, Spikey penalized 2 points.
I cast my vote in favor of Patzer's motion to reward the first poster on a new page (Now 2 for, 2 against with 1 abstaining).
I abstain from voting on Chia's motion to allow for early starts to tournaments (Now 2 for, 2 against with 1 abstaining)

I make a motion to adjust the rules for chess to add the following points:

- If any player makes a move which is illegal by the FIDE rules, he or she will be penalized 2 points and the board will be reset to the it was in before that move was made.
- If the game ends in a draw, neither team is awarded or penalized any points.
- Any player from either team may suggest that his or her team resign in a hopeless postition by posting I suggest that Team [White/Black] resign. Any other team member may second the suggestion by posting I second the suggestion that Team [White/Black] resign or may veto the suggestion by posting Courage friends, all is not lost!. If the suggestion to resign is seconded twice without being vetoed, that team resigns and the other team wins. The points for giving checkmate are awarded to whoever made the last move for the winning team.
- Similarly, any player may make a suggestion that his or her team offer a draw by posting I suggest that Team [White/Black] offer Team [Black/White] a draw. The suggestion may be seconded as described above, mutatis mutandis, or may be vetoed by posting Never! Forward until death!. If the suggestion is seconded twice without being vetoed, members of the opposing team will decide whether or not to accept the offer by posting I suggest that we [accept/reject] the draw offer. If the draw offer recieves two suggestions to accept before it reieves to suggestions to reject, the game is a draw.
- If any player correctly points out that the game is a draw by threefold repetition, the fifty-move rule or inusfficient material to deliver checkmate according to the FIDE rules, the game is a draw.
- All players must make moves without unfair outside assistance, such as consultation with another player outside of their team or the use of an analytical engine. The use of sources such as books of opening or endgame theory is permitted.

For the purposes of voting, this motion shall be referred to as Alex's motion to clarify the rules of chess.

Counting up the votes since the amendment of my motion in this post, I think that my motion to quicken Sabre duels is now 3 for 2 against, and that therefore it should have been passed (actually before Alex's post, so it's only 3 for, 1 against), and I should have received 4 points.

Could someone else confirm this, and update things in the next State of the Nomic?

I cast my vote in favour of Fierys motion to restructure the rules. (Now 2 for, 0 against). So long as I'm not the one who has to restructure the rules!

I abstain from voting on Alex's motion to clarify the rules of chess. (Now 0 for, 0 against, 0 abstain)

Fiery, as Arbiter, would you agree that the Challenge of the Desert blade should be Sabres at Dawn to 2 points, or do we need to motion that?

I make a motion to use the wiki.

Rule §011 will be amended so that a rule listing and full motion listing are not required parts of a State of the Nomic post. Instead,

A new rule will be added:

If you do one of the following actions you must update the AllMotions page of the wiki:
  1. Make a motion
  2. Retract a motion
  3. Cast the deciding vote on a motion such that it is accepted or rejected
so that that information is clearly reflected on the wiki page.

Additionally, if you cast the deciding vote on a motion that amends the rules and it passes, you must update the Rules page of the wiki.
All of these updates must happen in a timely manner (with 10 minutes of the corresponding post in the forum).

It is not necessary to keep a vote count on the all motions page, the active motions section of the State of the Nomic is sufficient for this purpose.

Any other player may update the wiki at any time, but updating the wiki so that it does reflect the true state of the game counts as breaking the rules. If the wiki is already wrong, and you do not fix it, this does not count as breaking the rules.

Finally, amend rule §004, to remove the sentence about updating the rules in the next State of the Nomic.

For the purposes of voting this motion this motion shall be referred to as Spikey's motion to use the wiki.

Penalty to Spikey for incorrect vote count.
Penalty to Alex for not voting first.

Things are happening way too fast now. I think it's time to try this again:
I make a motion to amend the rules to require four votes to pass or fail a motion. For purposes of voting, this motion shall be referred to as Carey's new motion to require four votes.

I confirm this; it seems this is the post where the count first became wrong.

2 points sounds reasonable, as that was the version when the tournament was proposed.

Also, wrong vote-summaries from both Spikey and Alex.

I make a motion to accept reduce friction between americans and englishmen by adding the following rule:

Wikirules should be restructured now. Tell me if there is something I've missed, or placed badly.

I make a motion to require people to include links to the wiki in their State of the Nomic post. Specifically, to add "a link to the motion page on the wiki and a link to the rules page on the wiki" in the required information for a State of the Nomic post as per rule §01.01.
For the purposes of voting, this motion shall be referred to as Fiery's motion to make the wiki easier to find.

I cast my vote in favour of Fiery's motion to make the wiki easier to find. (Now 2 for, 0 against)
I cast my vote against Fiery's motion to embrace diversity. (Now 0 for, 1 against). I think spelling just doesn't matter in this game, and we haven't made it matter so far. Why start now?

(Spikey gets 1 point for tournament coming together)

Great work on reorganizing the wiki Fiery :)

Let the Challenge of the Desert Blade begin!
May the Nomican who is worthy be recognized as the Blademaster.

The Round 1 listings are as follows:
A: Carey VS Fiery (Froggy is judge)
B: Alex VS Froggy (Odin is judge)
C: Spikey VS Odin (Alex is judge)
D: Chia VS Snarky (Spikey is judge)

These duels may all proceed simultaneously. Please refer to each duel in PMs and in posts using the letter I have listed in under here to avoid confusion. Once all 4 duels have been resolved I will post the Round 2 listings.

Another clarification from the Arbiter, please, this time for Rule §06.02 (Rules for duelling tournaments). Despite the confusion earlier, I really think the rules should read that the judge declares the points according to what has actually been won, not just the text winner gets 3, loser loses 2. In motions we declare the actual number of points according to double down, honor, etc., not just 4 because that's what the rules say. So duels should be the same.

With that in mind, I remind judges that winners in Round 1 win 2 points each.

Let Round 1 begin!

Look, you really need to follow the form for asking rule clarification, otherwise I'm not allowed to edit the rules.

Story Weaver's motion wrote:Any other player may update the wiki at any time, but updating the wiki so that it does reflect the true state of the game counts as breaking the rules. If the wiki is already wrong, and you do not fix it, this does not count as breaking the rules.

I think you are missing a "not" here somewhere.

Story Weaver wrote:I think spelling just doesn't matter in this game, and we haven't made it matter so far. Why start now?

We're not. The motion was intended to make it official that different spellings do not matter. Otherwise, for instance, someone could claim that "I have honour" does not count, because it is stated in the rules that you have to write honor.

Bother:

I amend my motion to use the wiki. I add a negation, so you are penalized for making thing incorrect, instead of for making them correct. The complete revised motion is as follows:

Rule §011 will be amended so that a rule listing and full motion listing are not required parts of a State of the Nomic post. Instead, a new rule will be added:

If you do one of the following actions you must update the AllMotions page of the wiki:

Make a motion

Additionally, if you cast the deciding vote on a motion that amends the rules and it passes, you must update the Rules page of the wiki. All of these updates must happen in a timely manner (with 10 minutes of the corresponding post in the forum).

Any other player may update the wiki at any time, but updating the wiki so that it does not reflect the true state of the game counts as breaking the rules. If the wiki is already wrong, and you do not fix it, this does not count as breaking the rules.

Finally, amend rule §004, to remove the sentence about updating the rules in the next State of the Nomic.

Hmm... we might pass this change off as grammar, actually. After all, it was pretty clear what you intended. If so, all votes for this motion would still apply.

I make a motion to start a new game of Nomic in another thread, with the following starting rules:
§1 This game is called Nomy, and is a game of Nomic.
§2 Players may make one motion to change the rules per post.
§3 Motions are decided by the next player who posts. They can either be accepted or refused.
§4 If a motion is accepted, the rules have to be updated in that post.
§5 Double Posting is forbidden.
§6 The winner shall be the first person to get 3 motions accepted.

The winner of Nomy shall get 10 points, and everyone who participates 3 points.
For the purposes of voting, this motion shall be referred to as Fiery's motion to create recursion.

/edit: I'm not going to make a SotN until someone else does or Spikey's motion to use the wiki is accepted. The reason being that I don't want to update the rules to their current distribution in this format too.
