Mods are all common or uncommon, so I would think the recruit or veteran packs are better for them. I was getting some when I just dumped some money into recruit packs anyway. I've got all the common mods already. So I'm hoping to get some out of Veteran packs, but so far it primarily seems to be uncommon characters, some uncommon weapons, but no uncommon mods.
And the Striker is pretty useless...

It's reasonable that the multiple sources are additive, but then you assume that the DR mechanic is simply "New Damage = Old Damage * (1 - DR)". Are you sure that this is true? It seems more likely that the DR mechanic is the same as cooldown, with "New Damage = Old Damage / (1 + DR)".

Although the "Can't lock on" sucks. I found the harder levels easier with Vanguard, not harder especially in ME3. As long as you have near 200% weight bonus, you can charge so much that you never are that much at risk of death. Also proper point placement with Vanguard is vital, you have to allocate as many points to charge and recharge power bonuses.
