He didn't "say" it was anything, but he went out of his way to remark on peregrine falcons, illustrated one, and drew it to look just like the bird he drew for the OTC. If it ain't a peregrine falcon in the OTC, maybeSpoiler:Tony Soprano is still alive.
What I meant was: Randall says (draws) in the NOC¹ that birds are dinosaurs. Randall drew a bird in the OTC. Ergo, we have a dinosaur, no matter whether it's a peregrine falcon or not.

Or maybe it is important for the puzzle of the OTC that we know what kind of bird it is and the other comic was carefully put there for us. Maybe the falcon in the other comic came first, and then he thought, "hey, why not throw this into Time too?"
