Either you meant:
1) The actual building, which is Týn Cathedral, or Church of Our Lady in front of Týn, according to Wikipedia, in Prague, Czech Republic, or
2) Where I got it, which was here. I think. I went through several sites to get a crapload of backgrounds, but I'm fairly certain it was that one.
3) You wanted the un-iconed desktop. Here you go! It's only in widescreen format, though.

Well, heres mine in the same theme as my avatar, except bigger. Still only target practice, not a clone though, so it should be safe.

The image is a cropped version of one of the official Freelancer wallpapers from here. I nearly always have a screenshot from some game as my wallpaper - usually it's one I've taken myself, though. The lack of desktop icons is because I use keyboard shortcuts for launching apps I frequently use, so I only really use the desktop as a place to temporarily shove files when I haven't yet decided where to put them.

Don't let the cephalopods unite... that would be worse than the raptors, as raptors can't fit through such small cracks.

You can search around for XP themes and pick one you like. It requires replacing uxtheme.dll; you can find instructions for that too.

In the meantime, IMHO simply changing from the blue theme to silver makes a drastic improvement, and you also have classic view.
