I'm proud to say that I do not have a link. I did not bookmark it at the time, and no amount of money could induce me to google "Umbridge/Thatcher slash fanfic" because I really don't want to know how many results it gets. Even the one I saw is one too many.

So the comedy in the comic is that there is no comedy?

No. The funny is supposed to come from the fact that the lines are unexpected and/or inappropriate, but they just didn't strike me as such.
